Josepha Madigan: I thank the Minister for coming in. I echo what Deputy O'Connell said about his statement. One thing that came up more frequently in general terms, particularly with the TCD team, was about a "big bang" approach as distinct from a phased approach. I wonder what the Minister's views on that are. I think he hinted at what that may be but I would love some elaboration on that.

It is evident from the accounts that substantial public money goes through the HSE to health care providers, both public and private.
