In terms of those arrangements and the flexibility I spoke of earlier, if somebody is unsatisfied with the proposed arrangements from the Revenue Commissioners what recourse do they have? Is there an internal appeals mechanism or is it independent? How does Revenue ensure that the fairest and most flexible system is afforded to businesses or individuals?
