Imelda Munster: Just to collect royalties.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Importance of Airplay in Promoting Irish Music: Music and Entertainment Association of Ireland (22 Nov 2023)

Imelda Munster: I listened to the comments on the correspondence we received from Coimisiún na Meán in September regarding quotas. The commission referred to a minimum of 20% to 30%. From listening to the witnesses, though, they do not seem to be in favour of quotas as a means to an end. I believe they said that quotas would be forcing rather than encouraging. If not quotas, then what?...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Importance of Airplay in Promoting Irish Music: Music and Entertainment Association of Ireland (22 Nov 2023)

Imelda Munster: We know that.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Importance of Airplay in Promoting Irish Music: Music and Entertainment Association of Ireland (22 Nov 2023)

Imelda Munster: Is there data on the percentages the bigger stations play over a year - those that might not make the 20%?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Importance of Airplay in Promoting Irish Music: Music and Entertainment Association of Ireland (22 Nov 2023)

Imelda Munster: Does that mean that some stations do not even play the 20%?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Importance of Airplay in Promoting Irish Music: Music and Entertainment Association of Ireland (22 Nov 2023)

Imelda Munster: Irrespective of whether it is day or night, some do not reach the 20%.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Importance of Airplay in Promoting Irish Music: Music and Entertainment Association of Ireland (22 Nov 2023)

Imelda Munster: Has the Music & Entertainment Association of Ireland raised with Coimisiún na Meán the fear that some stations are not even playing the minimum 20% and others that are playing the minimum 20% are playing it in the evenings or at night when the listenership is less?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Importance of Airplay in Promoting Irish Music: Music and Entertainment Association of Ireland (22 Nov 2023)

Imelda Munster: I know that but we have representatives of the MEAI before us today. What have they done to flag this to the Minister, the Department or Coimisiún na Meán? It is clearly an issue.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Importance of Airplay in Promoting Irish Music: Music and Entertainment Association of Ireland (22 Nov 2023)

Imelda Munster: The witnesses should prioritise that. As this issue has been going on for years, if they want a listening ear, want it to be addressed and are not entirely satisfied with the response from Coimisiún na Meán which we received in September, they should request a meeting and flag it up. The representatives of the MEAI talked about a national plan involving themselves, IMRO and...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Importance of Airplay in Promoting Irish Music: Music and Entertainment Association of Ireland (22 Nov 2023)

Imelda Munster: The witnesses should sit down with Coimisiún na Meán - it was the BAI but is now all encompassed - and set priorities to overcome those problems because it is now up and running. Coimisiún na Meán is the new BAI with additional powers. To get this sorted once and for all and to iron out those problems and have some sort of national plan put in place, the witnesses' next...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Importance of Airplay in Promoting Irish Music: Music and Entertainment Association of Ireland (22 Nov 2023)

Imelda Munster: We can certainly put that to them but it needs to come from the MEAI. We could put it to them but Coimisiún na Meán could say it has not received anything and is not aware of anything. It needs to come from the ground up into Coimisiún na Meán to get the ball rolling and try to sort things out rather than letting them continue for years to come.

Chapter 5: Vote Accounting and Budget Management

Imelda Munster: I want to touch on consultancy fees, particularly for State bodies. There are numerous State bodies which are hiding their consultancy fees from both ourselves here on the Committee of Public Accounts and from the public in their accounts. This is an attempt to avoid publishing the full costs they pay on consultancy fees. They are hiding those costs in business as usual outsourcing in...

Imelda Munster: Yes, but consultancy fees are consultancy fees.

(16 Nov 2023)

Imelda Munster: That is a little bit worrying to hear that Mr. Moloney is “happy to take a look at it”. Is he saying that he was not aware of it?

Imelda Munster: But Mr. Moloney is not concerned, given the couple of quotes I have given him with regard to the astronomical figures which are hidden under such vague headings that give little or no detail.

Chapter 5: Vote Accounting and Budget Management
(16 Nov 2023)

Imelda Munster: I am talking about the accounts, the Committee of Public Accounts, and, indeed, the public. If these are consultancy fees, then they are consultancy fees, regardless of the nature of the consultant or the consultancy. In the accounts of these bodies which are published, the vast majority of the moneys spent on this is being buried. That is not being transparent, is it? Is Mr. Moloney...

(16 Nov 2023)

Imelda Munster: TII has published its accounts, which show a figure of €2.1 million under the heading of consultancy fees, yet under the business as usual outsourcing heading, there is a figure of €86.1 million. That is an astronomical difference. It is an astronomical consultancy fee. What a difference? That is not being transparent. How can the Committee of Public Accounts hold State...

Imelda Munster: Would Mr. Moloney be kind enough to get back to the committee with a detailed analysis of what is going on and whether change will be brought about so that we can do our job properly, and also provide information on what format the proposed change will take?

(16 Nov 2023)

Imelda Munster: In July 2022, six Spanish construction firms were fined over €200 million by the Spanish regulator for colluding on bids for public-private contracts. Spain has now banned those companies from winning public contracts for the foreseeable future. Is it correct that five of those Spanish companies have won PPP contracts in Ireland?
