- Joint Oireachtas Committee on Agriculture, Food and the Marine: Vision for the Future of Irish Farming: Macra na Feirme (26 Oct 2022)
Barry Cowen: I see the opposite as it relates to antiparasitics especially. I have considered the background and the manner in which this has been discussed, debated, analysed and the ultimate legislation required to enact it. The initial opinion of the Attorney General has been reconsidered in light of new information in the form of a legal opinion furnished to the Department. I have considered it...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Vision for the Future of Irish Farming: Macra na Feirme (26 Oct 2022)
Barry Cowen: Mr. Geraghty has stated that twice and I think the farmer and the trader are a bit more responsible than that. They have obligations and responsibilities they have to take seriously, and I do not doubt they have done so in the past and can, should and will in the future. Mr. Geraghty is here to give his opinion, expertise, input and viewpoint and to protect his own profession and ensure its...

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Vision for the Future of Irish Farming: Macra na Feirme (26 Oct 2022)
Barry Cowen: We are, and we are subject to our Attorney General interpreting that regulation and applying it thereafter. That is for review it is not set in stone. It may have been initially, but based on consultations we had with the Department officials last week or the week before, there is a new way of looking at that based on the information that has been brought to bear. We await their decision...

Barry Cowen: I acknowledge the gentlemen and their group for the presentation they have made. It was succinct and up to date. - Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)
Barry Cowen: I thank our guests. There is acceptance by the committee, by the industry and by all stakeholders in it that we can proceed with the dispensing duties of antimicrobials by vets exclusively. The issue here is antiparasitics. The background to this is our commitment to an all-Ireland economy, our commitment to the Good Friday Agreement, striving to ensure that the protocol is in place and...

- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)
Barry Cowen: They will have no role in prescribing it. It will go back to the vets who will not only have exclusivity in relation to the antimicrobials, which nobody disputes, but they will be exclusive in relation to parasitics. Is that correct? The Department is proceeding with the system on 1 December.

- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)
Barry Cowen: Is it the case that the Department needs legislation in the meantime and that it would hope to have it rather than depending on a voluntary system that it wants to implement? It would rather have legislation to enforce it. Is that correct?
