Martin Ferris: 201. To ask the Minister for Agriculture, Food and the Marine the amount he has spent on the harbour in Daingean Uí Chúis, County Kerry, since the approval of Statutory Instrument 233 of 2007, which transferred the management of the harbour to him, by year, the purpose of each spending allocation, the benefits of this investment to the local fishing industry; and if he will make a...

Topical Issue Debate: Farm Partnerships (9 Dec 2015)

Martin Ferris: As the Minister of State said, a small number have been affected. The number I have is 800 applications. I assume they are 2014 applications as distinct from 2013. Taking away 300 leaves 500. This could have changed in the days since I received the information. It is encouraging that it will be resolved and that the technical issue regarding the mapping feature in GLAS will also be...

Topical Issue Debate: Farm Partnerships (9 Dec 2015)

Martin Ferris: We have all been supportive of the partnership arrangement for younger and older farmers as a mechanism for encouraging young people to stay on the land and build up their own entitlements, with the expertise that many of them have gleaned through Pallaskenry and other colleges where young farmers go for farming education. The problem, as I understand it, is that although there have been...

Select Committee on Agriculture, Food and the Marine: Horse Racing Ireland Bill 2015: Committee Stage (9 Dec 2015)

Martin Ferris: Yes.

Select Committee on Agriculture, Food and the Marine: Horse Racing Ireland Bill 2015: Committee Stage (9 Dec 2015)

Martin Ferris: As this section is meant to define the Bill, I cannot understand why harness racing would not be defined as part of horse racing. I do not understand why the amendment can be ruled completely out of order and not even permitted to be discussed. It does not augur well for the efforts made in recent months by the joint committee in meeting representatives of harness racing and with Horse...

Martin Ferris: I move amendment No. 10:In page 5, line 25, to delete “3 shall” and substitute “5 shall”. The amendment proposes to retain the current composition of the board of Horse Racing Ireland in terms of nominees from the racing regulatory body. The original composition of the board included five nominations. The proposal in the new Bill is to reduce it to three. I...

Select Committee on Agriculture, Food and the Marine: Horse Racing Ireland Bill 2015: Committee Stage (9 Dec 2015)

Martin Ferris: I move amendment No. 12:In page 8, line 40, after "administration," to insert "and", and after "governance," to insert "(other than the administration and governance of point-to-point racing)". The amendment is self-explanatory and essentially technical in nature.

Martin Ferris: I will withdraw my amendment.

Select Committee on Agriculture, Food and the Marine: Horse Racing Ireland Bill 2015: Committee Stage (9 Dec 2015)

Martin Ferris: I move amendment No. 14:In page 9, to delete lines 4 and 5. The amendment seeks to provide a single structure for the administration and financial management of horse racing and calls for the deletion of lines 4 and 5 as it undermines the independence of a separate body.

Select Committee on Agriculture, Food and the Marine: Horse Racing Ireland Bill 2015: Committee Stage (9 Dec 2015)

Martin Ferris: My counter argument is that the Bill undermines the integrity of the regulatory body which can create difficulties. Several people working in the industry have concerns about this aspect and that is why I tabled my amendment. It does not augur well if there is a suggestion that the confidence or whatever of the body will be undermined. I withdraw my amendment.

Martin Ferris: I move amendment No. 20:In page 9, line 19, to delete "including the" and substitute "excluding the issuing and". The amendment is self-explanatory. Paragraph (i) states:the naming of horses, the issuing of horseracing passports and registration of matters relating to racehorses, including the registration of hunter certificates. I seek to delete the words "including the" and substitute...

Select Committee on Agriculture, Food and the Marine: Horse Racing Ireland Bill 2015: Committee Stage (9 Dec 2015)

Martin Ferris: I move amendment No. 28:In page 11, line 34, to delete “shall not be bound by any recommendation” and substitute “shall be bound by any recommendation”. The amendment states that HRI shall not be bound by any recommendation of the race fixing committee and that the final decision on race fixtures shall be taken by HRI. I do not see the logic in that. The race...
