Hildegarde Naughton: Dr. McGowan stated that the role of the CRU was to allow the capital spending to fix the leaks. Was there any communication with its fellow regulator, the Environmental Protection Agency, EPA, regarding the number of leaks that had taken place and the concern that they had not been dealt with? Was it of concern that the leaks had occurred and the money that was allocated was not spent?
