Seanad: Order of Business (2 Dec 2008)

Terry Leyden: That is why I fully accept the Cathaoirleach's ruling.

Seanad: Order of Business (2 Dec 2008)

Terry Leyden: I am saying it concentrated the minds of those in the HSE and the matter has now been resolved and we will have 24-7 cover for the ambulance services of Roscommon County Hospital. That is thanks to having this forum, which the councillors do not have, to raise issues about the HSE and the health services.

Seanad: Order of Business (2 Dec 2008)

Terry Leyden: I thank the Leader and I thank the Cathaoirleach for allowing me to raise this matter ten days ago. It is so important to have that type of service. I ask the Leader of the House to allow a debate on health issues. For example, it would have taken one hour for an ambulance to come to a young lady, a mother of three children, who was haemorrhaging. Fortunately, a neighbour collected her and...

Seanad: Order of Business (2 Dec 2008)

Terry Leyden: If this had not happened the woman in question would have died. The woman, Mrs. H, has asked me to raise this matter in the House. She is quite prepared to go public and explain what occurred in her situation. I appeal to FBD Insurance to reconsider its decision to close 13 of its offices and lay off 153 staff who now face a dim future. FBD is a wonderful insurance company. I must declare...

Seanad: Order of Business (27 Nov 2008)

Terry Leyden: I ask the Leader to arrange for an early debate, possibly next week, on the draft report that is being presented to the Joint Committee on European Affairs this morning, which is currently being discussed. I refer to the report of the sub-committee chaired by our esteemed colleague, Senator Donohoe, on Ireland's future in the European Union. It is important that the House has an opportunity...

Seanad: Order of Business (27 Nov 2008)

Terry Leyden: ——and I am still awaiting a response from him. I will not accept the situation.

Seanad: Order of Business (27 Nov 2008)

Terry Leyden: We have no other forum——

Seanad: Order of Business (27 Nov 2008)

Terry Leyden: ——but this House. The Cathaoirleach was a member of a health board.

Seanad: Order of Business (27 Nov 2008)

Terry Leyden: As far as I am concerned——

Seanad: Order of Business (27 Nov 2008)

Terry Leyden: ——I will not accept a situation where Roscommon County Hospital does not have ambulance cover on a 24/7 basis.

Seanad: Order of Business (27 Nov 2008)

Terry Leyden: That is unacceptable. I want the Minister to come to the House to account for her stewardship of management of the health service.

Seanad: Order of Business (27 Nov 2008)

Terry Leyden: I am not satisfied with the HSE. The responsibility must rest on the Minister's desk.

Seanad: Order of Business (27 Nov 2008)

Terry Leyden: I want her to come to the House to account for the management of the HSE and in particular the despicable and dangerous situation in Roscommon where we do not have a guaranteed ambulance service 24 hours a day. That is unacceptable. It is the job of the Government side of the House to highlight those issues because the other side of the House is sometimes reluctant to raise issues.

Seanad: Charities Bill 2007: Second Stage (26 Nov 2008)

Terry Leyden: I welcome the Minister of State to the House and commend him on bringing forward this Bill. Debate on the subject of this Bill has been ongoing for the past ten years and this Bill is the culmination of that debate. It is not before time that it has been introduced. Approximately 7,000 organisations have charitable status and that number is increasing. A vast amount of money, in the...

Seanad: Charities Bill 2007: Second Stage (26 Nov 2008)

Terry Leyden: It is a question of persuading a Minister. We, on this side of the House have dialogue with Ministers and we can make representations to him or her.

Seanad: Charities Bill 2007: Second Stage (26 Nov 2008)

Terry Leyden: We can go to our parliamentary party. The Minister will listen to questions put by this side of the House when they are well argued and reasoned.

Seanad: Charities Bill 2007: Second Stage (26 Nov 2008)

Terry Leyden: I know the Leas-Chathaoirleach would like me to go further in this regard. I intend to speak on the matter on Committee Stage. My personal experience of the Minister of State, Deputy Curran, is that he will not exclude the possibility of allowing councillors to be on the authority. That does not mean they have to be selected as members of the authority or that there has to be a quota of...

Seanad: Order of Business (26 Nov 2008)

Terry Leyden: I ask the Leader of the House to arrange a debate with the appropriate Minister on the availability of skilled workers due to the downturn in the building industry and to raise with the Minister the need for a survey on the availability of those skills. They could be utilised in the provision of hot water in schools through the use of solar panels. I carried out an initial survey of 3,300...

Seanad: Order of Business (26 Nov 2008)

Terry Leyden: ——and demonstrate the green agenda to young people, that hot water can be provided through solar panels without any cost. I received numerous representations during my survey from schools on staff numbers and prefabs and in a situation where there are difficulties in schools this may not be the most appropriate survey. However, it is a question of matching skills, availability and the...

Seanad: Ambulance Service (20 Nov 2008)

Terry Leyden: Thank you, a Chathaoirligh, for allowing this motion on the Adjournment. I apologise to the Minister of State for arriving late, but I was expecting a vote on the Harbours (Amendment) Bill 2008. The matter I raise was brought to my attention by Councillor Orla Leyden, who has contacted Professor Brendan Drumm of the HSE and the Minister for Health and Children. It relates to the non-cover...
