Hildegarde Naughton: I wish to get some clarity on Deputy Stanley's question to make sure I have understood it correctly. Mr. Hayes said the leaks have been reported to the CRU since 2007. The CRU appeared before us and it said that it has no role other than to approve the spending of money to fix leaks. Am I correct in saying Mr. Hayes is not clear whether the systematic leaks were reported to the EPA?
