Stephen Donnelly: There is definitely something to this. In fact, it works in both directions. In one direction, there is social protection, and in the other there is taxation. We are going to determine whether including the word "net" on Report Stage, rather than trying to legislate for every possible combination, will cover all of it. The AHRRA would be in a position to make determinations if necessary.
