Verona Murphy: How do we measure the effect of not reducing excise where people cannot afford to pay because the cost of living has gone above what they can afford to live on? In that case, people's standard of living falls. The cost of living has risen so much that people leave their jobs. Now the Exchequer is paying an increased social welfare bill. How can that be correlated?

Verona Murphy: The gap is growing for the vulnerable areas on the basis of the cost of living. The reduction in excise that Mr. Hogan mentioned had virtually no impact because fuel has not come down further in price. It is still at the rate it was. We have reduced VAT on goods such as coal and heating oil. That will have no impact, particularly in rural Ireland.
