Order of Business (10 Jul 2013)

Michael McNamara: Members of the Government have welcomed recent progress on immigration reform in the United States. However, the answer my colleague, Deputy Derek Nolan, has been given on the issue of immigration reform in this State is exactly the same as the one I received six months ago. It is very difficult to take seriously the Government's commitment in this regard.

Order of Business (10 Jul 2013)

Michael McNamara: When will the Government's Committee Stage amendments to the Immigration, Residence and Protection Bill be published? If it were serious about immigration reform, particularly the reform of direct provision, the Government would sign up to the European Union's directive on the reception of immigrants.

Order of Business (10 Jul 2013)

Michael McNamara: It is not a separate issue, it is a question.

Order of Business (10 Jul 2013)

Michael McNamara: When will implementing legislation be published to enable the State to sign up to the reception directive? When will the Government's Committee Stage amendments on the Immigration, Residence and Protection Bill be brought forward? These are two concrete questions and I look forward to two concrete replies from the Taoiseach.

Michael McNamara: 386. To ask the Minister for Environment, Community and Local Government if he will apply to the appropriate national and European bodies to amend the rural development programme so that the Irish Landmark Trust and other organisations which similarly aim to promote culture and heritage conservation are no longer subjected to the de minimis rule when this is not required by Article 107 3 (d)...

Business of Dáil (5 Jul 2013)

Michael McNamara: The Deputy must be under pressure elsewhere.

Committee on Health and Children: Select Sub-Committee on Health: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (3 Jul 2013)

Michael McNamara: I refer to the avoidance of doubt clause in section 22(4). I greatly appreciate the clear intention of the clause and support the Bill, which is about removing doubt about the procedures of which pregnant women can avail, the circumstances in which they can avail of them and, most importantly, the procedures medical personnel can carry out without facing the risk of criminal prosecution....

Committee on Health and Children: Select Sub-Committee on Health: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (3 Jul 2013)

Michael McNamara: The right-to-life provisions, which are contained in practically every constitution in the world, require the criminalisation of the unlawful killing of human beings. The Irish Constitution is fairly unusual in that it affords an equal right to life to the unborn. If one criminalises the unlawful killing of people while giving the unborn an equal right to life, it is hard to see how one can...

Committee on Health and Children: Select Sub-Committee on Health: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (3 Jul 2013)

Michael McNamara: I wish to speak on subsection 22(4).

Order of Business (3 Jul 2013)

Michael McNamara: 173. To ask the Minister for Environment, Community and Local Government if he will apply to the appropriate national and European bodies to amend the Rural Development Programme so that the Cnoc na Gaoithe project in Tulla, Co. Clare and other projects which similarly aim to promote culture and heritage conservation are no longer subjected to the de minimis rule when this is not required by...

[32480/13]

Protection of Life During Pregnancy Bill 2013: Second Stage (Resumed) (27 Jun 2013)

Michael McNamara: I agree with much of what Deputy Catherine Murphy said, especially her condemnation of the antics of the group that parked its van outside the Dublin Rape Crisis Centre. It is a tragedy when an expectant mother forms the belief that she cannot carry a pregnancy through to fruition to give birth to a life. The right to life is the most basic of human rights that this and every State must...

Trade Union Movement and Workers' Rights: Motion [Private Members] (18 Jun 2013)

Michael McNamara: Paddy Hogan was a major player in the trade union movement on a national level and his passion for workers’ rights meant that he stayed to fight for workers’ rights throughout the bitter Civil War in which he did not partake. During the Civil War there was a blockade of Ennis and Hogan reacted by appropriating supplies for distribution among the labourers of the town who could...

Trade Union Movement and Workers' Rights: Motion [Private Members] (18 Jun 2013)

Michael McNamara: I thought there were a lot of signatures of Deputy Higgins’s Technical Group colleagues. President Kennedy did many bad things but he also did some good things and it seems that Deputy Higgins and some members of the Technical Group are completely incapable of seeing any good wherever it arises. They only see the difficulties, unless of course perhaps in an ideologically pure state,...

Trade Union Movement and Workers' Rights: Motion [Private Members] (18 Jun 2013)

Michael McNamara: If Deputy Higgins does not mind, I am speaking about Paddy Hogan. He was my predecessor in the Clare Labour Party. I think of Hogan as a practical man who provided good and responsible leadership in times of great hardship. He was not a reckless demagogue who misleads people with false promises of an El Dorado that simply cannot be achieved. The proposers of the motion seek to cast...

Trade Union Movement and Workers' Rights: Motion [Private Members] (18 Jun 2013)

Michael McNamara: Like bad generals they lead their troops to the top of the hill and promptly abandon them and scatter for the officer’s mess. Decent turf cutters have been brought into conflict with the Garda and the courts. Unfortunate householders who listened to the false gods now face higher household charge penalties and possibly court action. Responsible trade unionists who negotiate long and...
