Jennifer Carroll MacNeill: Correct me if I am wrong but what I am hearing is that if a local authority or a member of the public has mentioned it to the RTB, it may be able to establish it. However, it is not clear to me what proactive steps the RTB has taken to date to try to identify the scale of that or ensure they become registered. I may be wrong but that is what I am hearing.
