This is where the sports capital grant falls down. An audit has not been carried out and that is one of my suggestions for the total overhaul of this sports programme. It has never been carried out. Imelda Munster: When the Minister talks about the community, he is not referring to the wider community. The YMCA and perhaps one or two schools will benefit. This does not benefit the overall wider community to a degree that justifies giving a grant of that size to a school that already had an abundance of facilities.

Imelda Munster: Is that not the point I have made about where the sports grants programme falls down? The Minister says that this gives access to people who would never otherwise have it. Heaven forbid that they would be given their own sporting facilities.
