Written Answers — Department of Social Protection: Citizen Information Services (23 Mar 2017)

Dara Calleary: 121. To ask the Minister for Social Protection if he will, by virtue of the powers vested in him by the Comhairle Act 2000 and the Citizens Information Act 2007, direct the Citizens Information Board to suspend implementation of the proposed defunding of the national network of independent countywide and area-wide citizens information services pending the completion by the Oireachtas Joint...

Written Answers — Department of Public Expenditure and Reform: Sale of State Assets (23 Mar 2017)

Dara Calleary: 127. To ask the Minister for Public Expenditure and Reform the final amount of money received from the sale of Bord Gáis; the details of the allocations made using the proceeds from the sale of Bord Gáis shares; the proportion that was used to pay off a portion of the national debt; the proportion that was used for other uses; if he has consulted with the Housing Agency and the...

Written Answers — Department of Public Expenditure and Reform: Sale of State Assets (23 Mar 2017)

Dara Calleary: 128. To ask the Minister for Public Expenditure and Reform the detail of items the proceeds from the sale of Bord Gáis shares were spent on; if all of it was used to pay off the national debt; if he has consulted with the Housing Agency or the Minister for Housing, Planning, Community and Local Government on the use of Bord Gáis proceeds for the provision of social housing; and if...

Written Answers — Department of Public Expenditure and Reform: Sale of State Assets (23 Mar 2017)

Dara Calleary: 129. To ask the Minister for Public Expenditure and Reform if he was in consultation with the Minister for Finance on the possible uses of the proceeds from the sale of Bord Gáis shares; and if he will make a statement on the matter. [14666/17]

Other Questions: Bus Éireann (22 Mar 2017)

Dara Calleary: The Minister is the principal shareholder and cannot tell us this information, yet management is writing to various people stating that losses were 41% higher for the first two months of this year than the same period a year ago. Surely the Minister, when he saw it in yesterday's newspapers, would have got his people to state what exactly is the figure. Surely we, as parliamentarians, have...

Other Questions: Bus Éireann (22 Mar 2017)

Dara Calleary: Do your job.

Other Questions: Bus Éireann (22 Mar 2017)

Dara Calleary: 29. To ask the Minister for Transport, Tourism and Sport if proposals will be forthcoming from his Department in regard to the financial difficulties in Bus Éireann; and if he will make a statement on the matter. [10848/17]

Other Questions: Bus Éireann (22 Mar 2017)

Dara Calleary: Can the Minister bring clarity to the exact financial position of Bus Éireann? There are conflicting reports about losses for 2016 and the first two months of 2017. I hope he will be able to provide the House with some information on the exact position regarding the losses. How much of the 2016 figure refers to operational rather than accounting losses? What is the position for the...

Other Questions: Bus Éireann (22 Mar 2017)

Dara Calleary: I ask the Minister to outline the exact loss for Bus Éireann for 2016. Was it €9.4 million? If it was, can he confirm how much of that was operational and how much involved accounting issues? I ask the Minister to outline the losses for Bus Éireann for January and February 2017, specifically the losses on the Expressway service. Of the €263 million in the PSO...

Committee on Budgetary Oversight: Business of Committee (22 Mar 2017)

Dara Calleary: The submissions we have received from TII are depressing in content. It is not a criticism of TII. The submissions are well put together and a great deal of information has been provided. However, the lack of money available for a roads programme seems to be the main message. I suggest that the document submitted to the committee from TII be sent to the Department of Transport, Tourism...

Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)

Dara Calleary: We are not.

Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)

Dara Calleary: I completely object to Deputy Brophy's remarks. While I thank TII for its superbly detailed submission, the contents of the documents we have received are utterly depressing. I have a different perspective on the need for roads projects, particularly in the part of the country I come from. We shared our views beforehand. As a committee, we are preparing a review of the capital programme....

Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)

Dara Calleary: I reiterate my thanks to the TII delegation for its various presentations, albeit not so much for the content, which was utterly depressing for those of us trying to develop balanced regional development and for those of us who live in the region. The luxury of having a Luas to Lucan is lovely but there has to be adequate road surface. The presentation was incredibly frustrating; I was...

Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)

Dara Calleary: In the context of the PPP issue, I want to ask about the availability of the Juncker plan funding, which for instance has financed the re-equipment of rail stock in Poland. We have used that funding for primary care centres this year. TII is precluded from accessing Juncker plan funding for roads here because of the Department of Public Expenditure and Reform rules on PPPs.

Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)

Dara Calleary: PPPs operate 30% of the motorway network.

Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)

Dara Calleary: TII is constrained because it is competing for funding with health and other agencies. By cutting off this source of funding, TII cannot address the pressures referred to about the M50. Are TII's European counterparts similarly constrained? Is it an Irish policy decision? Is it connected to EU fiscal rules?

Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)

Dara Calleary: If TII had access to PPP funding, how many more projects could it get under way in addition to the three projects currently under way, bearing in mind the concerns expressed in the presentation about the lead time? That includes public transport projects as well.

Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)

Dara Calleary: If TII had access to PPP funding, how many projects could it get under way in the road and public transport pipeline?

Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)

Dara Calleary: Figure ten in the presentation illustrates the kilometres of lanes under construction. This would make a person cry. We will be building fewer kilometres of road in 2025 than we are building at the moment. We are told that the country is going to recover and there will be capital available and infrastructure available. There are grand plans for the M50, a Luas line to Lucan and a Luas...

Committee on Budgetary Oversight: Review of the Capital Plan: Transport Infrastructure Ireland (22 Mar 2017)

Dara Calleary: Where does Mr. Nolan want it to be? Does he want it back up to 2,000 or is 1,500 a more sustainable level?
