Thomas Byrne: I hope the scheme works because it has been a disaster for the past two years. The Government promised that the scheme would be a solution to many vulnerable people who have been let down. Let us wait and see if good news emerges at the end of the month. Perhaps the joint committee should follow up on that issue.
