Seanad: Garda Reform: Statements (13 Dec 2006)

Maurice Cummins: The HSE would be a very bad example.

Seanad: Garda Reform: Statements (13 Dec 2006)

Maurice Cummins: There was not a word about numbers today.

Seanad: Garda Reform: Statements (13 Dec 2006)

Maurice Cummins: I welcome the Minister to the House. A total of 23 people were shot dead this year in this country. More than 60 violent murders occurred. Gun crime reached epidemic proportions. Drugs are more freely available than ever before. This is the legacy of the Government. I think of the personal attacks and abuse the former Minister with responsibility for justice, Nora Owen, received. I...

Seanad: Order of Business (7 Dec 2006)

Maurice Cummins: It is not even 33% successful.

Seanad: Defamation Bill 2006: Second Stage (6 Dec 2006)

Maurice Cummins: We will table amendments to this Bill.

Seanad: Defamation Bill 2006: Second Stage (6 Dec 2006)

Maurice Cummins: Senator Walsh is misrepresenting what I stated.

Seanad: Defamation Bill 2006: Second Stage (6 Dec 2006)

Maurice Cummins: The Minister could have fooled us.

Seanad: Defamation Bill 2006: Second Stage (6 Dec 2006)

Maurice Cummins: I welcome the Minister to the House and commend him on this good albeit long overdue Bill which has been in the offing for a considerable time. For example, it has been effectively ready for almost two years. I regret the Minister's Fianna Fáil colleagues have seen fit to hold it up in such a selfish fashion, in order to force into existence the Privacy Bill. Even if one considers this...

Seanad: Electoral (Amendment) Bill 2006: Committee and Remaining Stages (5 Dec 2006)

Maurice Cummins: I second the amendment.

Seanad: Prisons Bill 2006: Report Stage. (5 Dec 2006)

Maurice Cummins: I move amendment No. 39: In page 26, line 16, to delete "prisoner or" and substitute "prisoner,". These two amendments will ensure that both the prisoner and his legal team will receive notice of the application. There is no reason a prisoner should be disenfranchised from the legal process and he or she should be copied on all relevant documentation. I would be grateful if the Minister...

Seanad: Prisons Bill 2006: Report Stage (Resumed) and Final Stage. (5 Dec 2006)

Maurice Cummins: I accept what the Minister has stated in regard to the notification and I will withdraw both amendments.

Seanad: Prisons Bill 2006: Report Stage (Resumed) and Final Stage. (5 Dec 2006)

Maurice Cummins: I move amendment No. 43: In page 29, line 4, to delete "shall" and substitute "shall, subject to subsection (2),". Amendment No. 43 is a technical one and dependent on acceptance of amendment No. 44. Amendment No. 44 gives the vital discretion to the governor of a prison to decide whether he or she wants to demand a payment for services described in the Bill. There could be a number of...

Seanad: Prisons Bill 2006: Report Stage (Resumed) and Final Stage. (5 Dec 2006)

Maurice Cummins: As long as the Minister can guarantee that is the case, I am prepared to withdraw the amendment. My concern is that prisoners would not be denied proper medical attention as advised by their medical practitioner.

Seanad: Prisons Bill 2006: Report Stage (Resumed) and Final Stage. (5 Dec 2006)

Maurice Cummins: I thank the Minister for accepting a number of amendments and for debating every line of the Bill. Some of the amendments put forward will improve the Bill. I also thank his officials for the expeditious manner in which they brought it forward and for their hard work. The subject of prisons is always an area of concern. Now that Christmas is approaching I am sure the media will home in on...

Seanad: Electoral (Amendment) Bill 2006: Committee and Remaining Stages (5 Dec 2006)

Maurice Cummins: That is right.

Seanad: Electoral (Amendment) Bill 2006: Committee and Remaining Stages (5 Dec 2006)

Maurice Cummins: As someone who is from Waterford city, I was surprised to hear that the names of more than 1,400 people who had died were still on the register. I can understand how it can happen but the large number was surprising. Will the Minister indicate if the council field officers who went out to many areas revisit those areas after the draft register was compiled or did that happen in some areas...

Seanad: Prisons Bill 2006: Report Stage. (5 Dec 2006)

Maurice Cummins: I have been supportive of the Minister on the issue of drugs. Last week on Second Stage, I spoke about two inmates in Wheatfield Prison who said the place was awash with drugs and that they were using their mobile telephones to get onto the airwaves. However, these matters are not relevant to the amendment that I have tabled, which I wish to press.

Seanad: Prisons Bill 2006: Report Stage. (5 Dec 2006)

Maurice Cummins: I move amendment No. 12: In page 12, line 21, to delete "may" and substitute "shall". This amendment ensures that the procedures for an inquiry will be listed in the prison rules so the prisoners can have easy access to them.

Seanad: Prisons Bill 2006: Report Stage. (5 Dec 2006)

Maurice Cummins: On behalf of Senator Henry, who is unavoidably absent today, I thank the Minister for including in his amendment the points she raised. She was very anxious to raise this matter and that dentists or health workers should be included. However, given the Minister's comments in this regard, this amendment covers all such issues.

Seanad: Prisons Bill 2006: Report Stage. (5 Dec 2006)

Maurice Cummins: I second the amendment.
