Public Accounts Committee: NAMA Financial Statement 2020 and Special Report 111 of the Comptroller and Auditor General (30 Sep 2021)

Colm Burke: I missed some of the replies earlier so I am not sure whether the matter I wish to raise has been dealt with. It concerns the land sold for residential units. It was estimated 63,300 units could be built on the land that was sold. Was it ever considered that this land could have been sold by way of a licensing system, with certain conditions that particular targets would be reached? On...

Public Accounts Committee: NAMA Financial Statement 2020 and Special Report 111 of the Comptroller and Auditor General (30 Sep 2021)

Colm Burke: When NAMA was selling a portfolio of properties, was it right to put potential residential development in with commercial elements where there was no commitment? The focus may very well have been on the entire package but the real focus was on the commercial element, not the residential element. As a result, was there not a huge delay in progressing the development of residential property?

Public Accounts Committee: NAMA Financial Statement 2020 and Special Report 111 of the Comptroller and Auditor General (30 Sep 2021)

Colm Burke: There were individual residential sites sold off. I can even give an example. The site was being sold and an agreement had been reached. A builder wanted to go in and build but the property was taken off the market. There was a further three-year delay before anything happened with the site. I was dealing with the matter personally in a legal capacity.

Public Accounts Committee: NAMA Financial Statement 2020 and Special Report 111 of the Comptroller and Auditor General (30 Sep 2021)

Colm Burke: Looking at the delay in the turnover or progression of residential property, does Mr. McDonagh believe, with the benefit of hindsight, that we could have done a better job at managing land zoned for residential development to make sure certain targets could be reached in regard to it?

Written Answers — Department of Foreign Affairs and Trade: Middle East (30 Sep 2021)

Colm Burke: 15. To ask the Minister for Foreign Affairs and Trade the lobbying efforts Ireland has undergone as a member of the United Nations Security Council to work towards peace between Palestine and Israel; if this issue was progressed as part of Ireland’s role as President of the United Nations Security Council in September 2021; and if he will make a statement on the matter. [47060/21]

Written Answers — Department of Foreign Affairs and Trade: Covid-19 Pandemic (30 Sep 2021)

Colm Burke: 57. To ask the Minister for Foreign Affairs and Trade the contribution Ireland has made to the international community in terms of sending Covid-19 vaccinations to countries in need; and if he will make a statement on the matter. [47061/21]

Joint Oireachtas Committee on Health: Medical Cannabis Access Programme Update: Discussion (29 Sep 2021)

Colm Burke: I thank all of our guests for their presentations and for dealing with the questions. I refer to Tilray oral solution. Has any indication been given on when this will be available? Can it be followed up to see if a definitive timeline will be provided as to when it would be available, now that it should be available on the market? I want to check the matter of the people who are...

Joint Oireachtas Committee on Health: Medical Cannabis Access Programme Update: Discussion (29 Sep 2021)

Colm Burke: My understanding is that there is a difficulty in getting indemnity cover. When this started back in 2017, I was on the then Joint Committee on Health and this issue came up. My understanding was that the HSE agreed that whatever cover was needed would be provided to the clinicians who were prescribing but I am not sure if that indemnity cover is available to people who are not employees of...

Joint Oireachtas Committee on Health: Medical Cannabis Access Programme Update: Discussion (29 Sep 2021)

Colm Burke: Are they in Galway, Limerick and Cork?

Joint Oireachtas Committee on Health: Medical Cannabis Access Programme Update: Discussion (29 Sep 2021)

Colm Burke: I have a follow-on question. I have come across a number of people who are accessing cannabis products and who are not necessarily doing so through the system. Has any study been done with GPs where they are aware of this happening in order to get a true picture of this particular challenge we have? Could Mr. O'Connor answer that question?

Joint Oireachtas Committee on Health: Medical Cannabis Access Programme Update: Discussion (29 Sep 2021)

Colm Burke: One of the problems we have is that people are going down that road because they find the current system too complicated. We need to get a truer picture of challenges that are there and the challenges medical practitioners face as well where they know this is happening but do not want to intervene. Could a serious study be carried out on that area?

Joint Oireachtas Committee on Health: Medical Cannabis Access Programme Update: Discussion (29 Sep 2021)

Colm Burke: I am sure that if the Department engages with one university or even all of the universities, working with GPs on a confidential basis, it could get a more accurate picture of what we are really talking about because I do not believe we have an accurate picture of the challenges we have. I know we are looking at other jurisdictions, which is important as well, but we might learn from a very...

Public Accounts Committee: Business of Committee (28 Sep 2021)

Colm Burke: There are two issues in regard to that letter. The first is that it does not outline anything regarding the contracts that NBI has agreed with contractors. I understand that one of the contractors is based in England and did not perform at all during Covid-19 and the lockdown period, whereas the other company did. The second issue concerns page 2 of the letter which refers to information...

Public Accounts Committee: Business of Committee (28 Sep 2021)

Colm Burke: It does but the response I am getting from Eir is that the Department has not engaged with it, and that is the issue that needs to be taken up with the Department.

Written Answers — Department of Housing, Planning, and Local Government: Housing Provision (28 Sep 2021)

Colm Burke: 120. To ask the Minister for Housing, Planning, and Local Government the number of houses completed by Cork City Council and Cork County Council in the past five years; the expected number of houses to be completed in Cork city and county in the coming three years following the publication of the Housing for All plan; and if he will make a statement on the matter. [46328/21]

Written Answers — Department of Health: Health Services (28 Sep 2021)

Colm Burke: 643. To ask the Minister for Health the progress that has been made to date on the roll-out of community hubs for cardiology services in Cork city and county as part of Sláintecare; the status of same and of the plans going forward; and if he will make a statement on the matter. [46119/21]

Saincheisteanna Tráthúla - Topical Issue Debate: Tobacco Control Measures (23 Sep 2021)

Colm Burke: Will the Government consider implementing laws that would restrict the importation of tobacco products into the country exclusively to those with plain packaging that includes both pictorial and text warnings in both the Irish and English languages? A similar system that was introduced in Finland requires health warnings to be provided in words and pictures in both Finnish and Swedish. I am...

Saincheisteanna Tráthúla - Topical Issue Debate: Tobacco Control Measures (23 Sep 2021)

Colm Burke: I accept the Minister of State's reply in respect of tobacco products that are sold in Ireland, but my question referred to products being brought into the country. We allow people to bring in 800 cigarettes, compared with a limit of 200 in Finland. There is not the same requirement in respect of products being brought back by people returning from holidays or a business trip that the...

Ceisteanna Eile (Atógáil) - Other Questions (Resumed): Departmental Expenditure (23 Sep 2021)

Colm Burke: 13. To ask the Minister for Public Expenditure and Reform if he will consider instituting a change in the tendering process which would facilitate further submissions to be made after a closing date, similar to the recent changes in Northern Ireland; and if he will make a statement on the matter. [45570/21]

Ceisteanna Eile (Atógáil) - Other Questions (Resumed): Departmental Expenditure (23 Sep 2021)

Colm Burke: My question is on the tendering process and when a tender is submitted, where there is a variation between tenders one and five and a 16% gap in the amount being tendered. There is no process or provision for further engagement if there is a sudden increase in the cost of delivering a project between the time the tender is submitted and the time it is accepted by a Department. Can the...
