Extradition Application. (20 Oct 2005)

Noel Treacy: I am pleased to respond to this motion from three respected Members of this House representing three different political parties. Mr. Sean Garland was arrested by the PSNI in Belfast on 7 October 2005. At the time of his arrest, Irish officials at the British-Irish intergovernmental secretariat in Belfast were immediately contacted and subsequently sought clarification from the British...

Extradition Application. (20 Oct 2005)

Noel Treacy: Yes. He must remain in Northern Ireland. Mr. Garland has been instructed to reside at an address in Northern Ireland pending the receipt of appropriate documentation from the United States authorities to support the extradition request. I understand that the said documentation must be forwarded to the authorities in the United Kingdom within 65 days of the date of the initial request for...

Draft Animal Remedies Regulations 2005: Motion (Resumed). (19 Oct 2005)

Noel Treacy: The Deputy backed him.

Draft Animal Remedies Regulations 2005: Motion (Resumed). (19 Oct 2005)

Noel Treacy: He is the shining star of the county.

Draft Animal Remedies Regulations 2005: Motion (Resumed). (19 Oct 2005)

Noel Treacy: County Monaghan is sinking behind it, yet Deputy Crawford is doing nothing about it.

Draft Animal Remedies Regulations 2005: Motion (Resumed). (19 Oct 2005)

Noel Treacy: They are docile.

Seanad: European Union: Statements. (13 Oct 2005)

Noel Treacy: Ba mhaith liom buíochas a gabháil leis an Seanad as ucht an díospóireachta iontaigh maidir leis an Aontas Eorpach a bhí againn sa Teach inniu. Táimid an-bhuíoch don Taoiseach as ucht teacht anseo chun páirt mhór a ghlacadh agus ceannasaíocht a thabhairt don díospóireacht. It is always a pleasure to come to the Seanad. I followed the earlier part of this debate from my office...

Consultancy Contracts. (11 Oct 2005)

Noel Treacy: I apologise for the absence of my colleague, the Minister for Foreign Affairs, Deputy Dermot Ahern, who has had to travel north to a meeting this evening with Northern Secretary of State Peter Hain. During the tenure of the rainbow Government our passport system was allowed to deteriorate to a wholly unacceptable level. To produce just over half of the number of passports which we will issue...

Consultancy Contracts. (11 Oct 2005)

Noel Treacy: There were various early estimations of the cost of upgrading the old system but not for implementing the new state-of-the-art passport system. Again, the Deputies opposite are aware of this fact. The contract price, which is the only relevant estimate, for our automated passport system was €21.8 million in 2002. It will actually cost €27.7 million on completion. These additional moneys...

Consultancy Contracts. (11 Oct 2005)

Noel Treacy: With respect to the House, to the Leas-Cheann Comhairle and to Deputy Allen I rephrase my sentence. This is far cry from the €5 million claimed by Deputy Allen, which is nothing short of a fabrication. The Deputy knows that the €4.76 million referred to in the Comptroller and Auditor General's report for recurring costs in the main applies to the purchase of state-of-the-art passport...

Consultancy Contracts. (11 Oct 2005)

Noel Treacy: That is mere bluster.

Consultancy Contracts. (11 Oct 2005)

Noel Treacy: Bluster.

Seanad: The Secure America and Orderly Immigration Act: Motion. (11 Oct 2005)

Noel Treacy: I have listened with interest and appreciation to the contributions made by all Senators. The quality of the debate is the best possible indication of the concern which Members have for our undocumented citizens in the United States. I am sure many in this House have received representations from family members in their constituencies about relatives in the US. As a public representative from...

Report of Comptroller and Auditor General: Motion (Resumed). (5 Oct 2005)

Noel Treacy: In this debate we have heard repeated references from the Opposition to a relatively small number of projects in which management problems and cost overruns have occurred, many of which pre-date the Comptroller and Auditor General's report for 2004.

Report of Comptroller and Auditor General: Motion (Resumed). (5 Oct 2005)

Noel Treacy: Members of the Opposition have also levelled charges of Government indifference to the issue of value for money for the taxpayer. I reject such charges. Poor management of public expenditure and occurrences of wasteful expenditure have not, are not and never will be acceptable to the Government. More than previous Governments, we have been particularly active in improving arrangements for the...

Report of Comptroller and Auditor General: Motion (Resumed). (5 Oct 2005)

Noel Treacy: The planned changes in public construction and construction related contracts involving a move to fixed price contracts will shift risk to private contractors and provide much greater cost certainty in future construction projects. The majority of projects constructed in the past two years, especially in the key transport sector, are coming in on budget, with many ahead of schedule. These...

Report of Comptroller and Auditor General: Motion (Resumed). (5 Oct 2005)

Noel Treacy: The Opposition said it would never run. I reiterate the statement by the Minister for Finance last evening——

Report of Comptroller and Auditor General: Motion (Resumed). (5 Oct 2005)

Noel Treacy: I am entitled to speak for another few minutes. The Opposition has hogged the debate. The relevant yardstick for measuring cost overruns on public capital projects is the contract price rather than the original pre-tender estimates, which may have been drawn up many years previously and may bear no relation to the specifications of the project tendered for or completed.

Report of Comptroller and Auditor General: Motion (Resumed). (5 Oct 2005)

Noel Treacy: Having listened to the contributions of Opposition Deputies, one group argues the Government did not spend sufficient money because Departments returned it to the Department of Finance, while another claims we misspent it. This is typical of the Opposition's approach. It does not know its left hand from its right and does not have the capacity to govern. The people have not trusted them to do...

Diplomatic Relations and Immunities (Amendment) Bill 2005: Second Stage. (29 Sep 2005)

Noel Treacy: I did not use the word "county". I corrected it when delivering my speech.
