Joint Oireachtas Committee on Housing, Planning and Local Government: Statement of Strategy 2021-2025: Department of Housing, Local Government and Heritage. (12 Nov 2020)

Cian O'Callaghan: I thank Ms Quinn. With regard to the strategy and submissions made, I know Community Law and Mediation's submission asks about the referendum on the right to housing. Will part of the strategy be to lay out the timeframe and work that needs to be done to prepare for the referendum on the right to housing?

Joint Oireachtas Committee on Housing, Planning and Local Government: Statement of Strategy 2021-2025: Department of Housing, Local Government and Heritage. (12 Nov 2020)

Cian O'Callaghan: The National Parks and Wildlife Service is coming under the Department's remit. According to Ms Quinn's opening statement, a key part of the strategy will be about the climate action plan. When we look at the climate crisis and the biodiversity crisis, the agency at the forefront, in terms of biodiversity, is the National Parks and Wildlife Service. From my experience, it is hugely...

Cian O'Callaghan: I thank the Minister for coming in. I welcome his comments on expanding Housing First next year. I ask him to look at making sure all the individuals who have been identified with higher support needs, including people who have been in emergency accommodation for a long period of time, are included in that. First, I acknowledge the work that has been done by his Department and all of the other Departments that have been involved in the Bill and the Brexit preparations. That large amount of work is a credit to our public service and is something of which we...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (10 Nov 2020)

Cian O'Callaghan: I want to ask specifically about social housing. The programme for Government commits to ensuring that public procurement of social housing is cost-effective and that there are strong value-for-money protections in that regard. Given the report published last week by the Department of Housing, Local Government and Heritage showing that direct build by local authorities is much more...

Joint Oireachtas Committee on Housing, Planning and Local Government: Strategic Housing Developments: Discussion (10 Nov 2020)

Cian O'Callaghan: I thank the representatives of An Bord Pleanála and the Department for coming before the committee. Their attendance is appreciated. From the conversations I have had with planners in particular, I know they can be among the most critical voices on this issue. Joint Oireachtas Committee on Housing, Planning and Local Government: Strategic Housing Developments: Discussion (10 Nov 2020)

Cian O'Callaghan: I have given some details that they might comment on. My specific question concerns the claim in the submission that there has been policy capture of the State by developers. What is the Department's view on that with respect to the SHD process?

Joint Oireachtas Committee on Housing, Planning and Local Government: Strategic Housing Developments: Discussion (10 Nov 2020)

Cian O'Callaghan: It is significant that the board has indicated a view on the review as not being a form of appeals process. It is the view I take as well. It means the SHD process is in contravention of the Aarhus Convention as people do not have an appeals process.
