Paul Murphy: I thank the Minister. To clarify one point, where the legislation refers to "or such other percentage as may be prescribed", the Minister is saying that is a power of the local authority, as opposed to being an issue of ministerial order, which is how I would have read it.

Paul Murphy: I accept the point that large-scale residential developments will not simply be 100% composed of regular housing or student accommodation. We want communities with other things that people need. The point is that this is the threshold by which developments can get in to this special LRD process.
