Damien English: I thank the Minister of State for his presentation and for attending. Following our discussion last June, we decided to put this topic on the agenda as a major issue for 2014. I will now turn to members for questions.

Industrial Development (Forfás Dissolution) Bill 2013: Second Stage (Resumed) (29 Jan 2014)

Damien English: I welcome the opportunity to contribute to the debate on this important legislation, the Industrial Development (Forfás Dissolution) Bill 2013, which allows us to reflect on efforts relating to job creation within the economy and the important role of research, development and innovation in driving progress in this regard. Although there has not been a great deal of shouting and roaring...

Industrial Development (Forfás Dissolution) Bill 2013: Second Stage (Resumed) (29 Jan 2014)

Damien English: I have not concluded my remarks and I intend to address that matter. No one should deny or try to hide the fact that planeloads of people are emigrating. Let us get real. It was never going to be possible to replace upwards of 400,000 jobs overnight. Replacing those jobs was always going to take a few of years. However, it was still necessary for us to set out our plans and attempt to...

Industrial Development (Forfás Dissolution) Bill 2013: Second Stage (Resumed) (29 Jan 2014)

Damien English: There is a need for good news stories. When the Government assumed office in 2011, some 7,000 jobs were being lost each month. The position has been reversed and 5,000 jobs are being created every month. That is a net turnaround of 12,000. A great deal of work has been done, not just by the Government but by people throughout the country, to achieve this reversal. It must be acknowledged...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals (28 Jan 2014)

Damien English: On behalf of the committee I thank the witnesses for facilitating this useful and informative discussion. I apologise if several members had to leave the meeting. I hope the committee will now be better placed to engage on European issues. I look forward to another opportunity to discuss these issues in six or eight months' time.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals (28 Jan 2014)

Damien English: That came across very strongly at our meetings. We held more than 20 meetings and the first matter on the agenda of every meeting was comments by members on the professionalism shown by Irish representatives, both administrative and elected, to the Council, Commission and Parliament. That is a credit to the witnesses.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals (28 Jan 2014)

Damien English: I recognise the amount of work the Department helps us with.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals (28 Jan 2014)

Damien English: On this one, it is a job well done. It probably would not have been recognised but after the details the Department has given us, we know much more about what the Department has had to do in some of these cases so fair dues on that. We will finish on the semester.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals (28 Jan 2014)

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals (28 Jan 2014)

Damien English: Is that the comprehensive update the Deputy wanted?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals (28 Jan 2014)

Damien English: I have three more comments. On foot of what Deputy Lawlor said, a common message emerging from the European players at all our meetings concerns engagement by national parliaments. The main reason we went to Brussels was to elaborate on our new role as a committee in the Lisbon process. We do a lot of EU scrutiny here and the Department of Jobs, Enterprise and Innovation is a major help in...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals (28 Jan 2014)

Damien English: Mr. Murray mentioned competitiveness. During the meetings the joint committee held in January in Europe, a theme that came across many of the meetings concerned the nature of cross-cutting EU policy initiatives, such as that in respect of climate change, which do not directly fall under the ambit of this committee on enterprise but yet will have a major impact on jobs and competitiveness....

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of EU Legislative Proposals (28 Jan 2014)

Damien English: In a practical, functional way, do the witnesses make this input or have that influence directly or through the other Departments? Is there cross-departmental co-operation on this issue or do the witnesses act directly?
