Timmy Dooley: I am not sure if the Minister has any familiarity with Loc8. I have had some communication about it from a group that is proposing it as an alternative to the project the State is undertaking. The group seems to believe a system exists that could be provided more cheaply. Has the Minister or his officials had an opportunity to review that?
