Two of those areas are in Kilkenny city. One has never flooded in 25 years. That report, however, is being used by the insurance company as a reason not to give a quotation for flood insurance. As a result, the property owners in that estate are not able to sell their properties.

It is a fact that the area I referred to earlier has not flooded. Those people have been there for 25 years. Those people cannot sell their houses now because banks will not give mortgages where that map indicates there may be flooding.
