- Seanad: Legal Services Regulation Bill 2011: Committee Stage (19 Nov 2015)
Denis O'Donovan: To be helpful, would the word "disqualified" be more appropriate and cause less confusion? Disqualified indicates that for whatever reason, be it suspension or being struck off, one is disqualified. It is similar to a person being disqualified from driving. It would read more easily and make more sense if the word "disqualified" was used instead of "unqualified".
- Seanad: Legal Services Regulation Bill 2011: Committee Stage (19 Nov 2015)
Denis O'Donovan: Perhaps the Minister would examine it and we can discuss it on Report Stage.
- Seanad: Legal Services Regulation Bill 2011: Committee Stage (19 Nov 2015)
Denis O'Donovan: Is it envisaged that there could be a person managing a multidisciplinary practice who is not a qualified barrister, solicitor or accountant, such as a CEO who has experience of management? I understand that is prevalent in some of the practices at present; there might be somebody who is good at getting people together.
- Seanad: Legal Services Regulation Bill 2011: Committee Stage (19 Nov 2015)
Denis O'Donovan: That person must be a qualified solicitor or barrister.
- Seanad: Legal Services Regulation Bill 2011: Committee Stage (19 Nov 2015)
Denis O'Donovan: It would be helpful if the proposed amendments for Report Stage were provided to us as soon as possible.
- Seanad: Order of Business (18 Nov 2015)
Denis O'Donovan: I call for a debate on the funding of local authorities from the central Exchequer and on the road we are taking in this respect. I concur with Senators Mooney and O'Sullivan about the demise of local government and the abolition of town councils. It appears that many local authorities, particularly rural counties, are being starved of funding. My advice to councillors in the Munster area,...

Denis O'Donovan: We will now pay tribute to the late Jack Fitzsimons who was an honourable Member of this Chamber.
- Seanad: Tributes to Former Senator Jack Fitzsimons (18 Nov 2015)
Denis O'Donovan: As Leas-Chathaoirleach, I also pay tribute to the late Jack Fitzsimons who was a Member of this House. Although I did not serve with him, I became a Senator, in October 1989, in the same year that he lost his seat in the Seanad. It is a great honour and privilege for anybody, irrespective of party politics, who gets elected to the local authority, town council or local county council, and...
- Seanad: Services for People with Asthma: Motion (18 Nov 2015)
Denis O'Donovan: I welcome the Minister of State and call on Senator Mary Ann O'Brien to move the motion. The Senator has ten minutes. I understand Senator Averil Power will second the motion.

Denis O'Donovan: I will call Senator Mullins next, if that is okay with Senator Eamonn Coghlan, because Senator Mullins will be taking the Chair. I welcome to the Gallery Mike and Winnie Barbour, who are visitors to the country. Winnie is an aunt of our good colleague, Senator Comiskey. They are welcome and I hope they enjoy their visit.
- Seanad: Services for People with Asthma: Motion (18 Nov 2015)
Denis O'Donovan: I had not planned to speak today but it is important that I put on record my appreciation for the motion moved by Senator Mary Ann O'Brien. Sometimes we get so bogged down in our own little circles. I was in the Chair for some time and I was not sure what the motion was about. The motion is worthwhile and I thank her for tabling it. Thankfully, I have never smoked in my life and I have...
- Seanad: Order of Business (17 Nov 2015)
Denis O'Donovan: As Leas-Chathaoirleach, I welcome our new Senator to this august Chamber. I wish her a long career here, or maybe in the other House if that is what she desires. It is a great day for her and her family. I add my condemnation of and deep disgust at what happened in Paris, our neighbouring city. It is much easier to fly to Paris than to get from Cork to Dublin. While it takes four and a...
- Seanad: Order of Business (17 Nov 2015)
Denis O'Donovan: I am always speaking in the House in support of the Garda and I have done so for many years. Last week, the Garda Commissioner appeared at the Committee on Justice, Defence and Equality. However, if this is how certain gardaĆ are going to treat us, leaking information and knowing the major damage that can be done by a whisper campaign - there were whispered messages around the House...
- Seanad: Residential Tenancies (Amendment) (No. 2) Bill 2012: Committee Stage (17 Nov 2015)
Denis O'Donovan: I thank the Senator. I have been over-indulgent. I do not want to subject the Minister of State to a series of Second Stage speeches. Others have spoken for nearly as long as Senator Bradford, who was dealing with one particular amendment. I remind Members that there are more than 102 amendments and if we allow speeches of this sort we will certainly not have it sorted out before...
