Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Matt Carthy: If a vet or a pound does not use Fido's system and a dog that is microchipped comes into its possession, how easy is it to find out how to return the dog to its owner? Does it have to pay Fido a fee? Is the option available to anybody who has access to read the chip?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Matt Carthy: Is that European database a conglomeration of companies similar to Fido in different countries?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Matt Carthy: Has Brexit had an impact? Is there a British affiliation to that database? Is it still in place? Does Fido operate on an all-Ireland basis? How does the Irish market work? Is there a distinction between North and South?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Matt Carthy: Mr. Heslin described the French system in response to Deputy Martin Browne earlier. He said that he does not see a need for a single database. As Mr. Heslin is probably aware, our committee deals with many issues pertaining to the tracking of animals and databases. It primarily relates to foodstuffs, but also to racing horses and so on. It would be hard to imagine a scenario with four...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Matt Carthy: I thank Mr. Heslin. I turn quickly to Mr. Savage to get a better sense of how this works. We have learned a lot already in the session. What responsibility does his company have when things go wrong? If I were to purchase an animal off his site and it then transpired that rather than the 700 bad actors he identified last year there were actually 701, and let us say one got through the net...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Matt Carthy: Mr. Savage would not consider himself to have the same obligations as a person operating a shop under the Sale of Goods and Supply of Services Act, in the sense of having a responsibility for the product he has facilitated the sale of.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Matt Carthy: Mr. Savage's model is essentially, if I want to sell a pet, I pay him a fee and place my ad. The person who is buying the pet does not pay him a fee. Is that correct?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Matt Carthy: Yes. Again, let us say I am a buyer who sees an animal on Mr. Savage's website and make contact. I buy the animal and take possession of it but then it transpires it was stolen and gardaí come and take it away. As far as Mr. Savage is concerned, that is not a matter for him but for the Garda or others. Is that correct?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Matt Carthy: I am on a learning curve with respect to the four different databases. In Mr. Savage's experience as a facilitator of sales, is there a distinction to be made between the four databases and would there be a benefit to having the single database we discussed?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Matt Carthy: I have one last question. I was looking at Mr. Savage's site in relation to stud dogs. Does he have the same levels of control for people advertising dogs that are essentially being lent for stud as those listed for sale?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Matt Carthy: There are no specific rules in place on Mr. Savage's website when it comes to advertising for stud.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Matt Carthy: I am referencing the advertising. If I want to advertise a stud dog on Mr. Savage's website, what controls are in place? Are they the same as if I were selling a puppy or is it a different system?

Saincheisteanna Tráthúla - Topical Issue Debate: Pigmeat Sector (29 Mar 2022)

Matt Carthy: I welcome the Minister and thank him for being here. I also thank Deputy Christopher O'Sullivan for raising this issue. His doing so probably increased the chance that it would be dealt with tonight. It is an important issue, as I am sure the Minister will agree. It is exactly eight weeks since we had a discussion on the pigmeat sector. At that time, there were very evident challenges...

Saincheisteanna Tráthúla - Topical Issue Debate: Pigmeat Sector (29 Mar 2022)

Matt Carthy: I thank the Minister for his response. As he indicated, this is part of a cycle. I have no doubt that if pig farmers are provided with the supports necessary to get through this crisis, they will see more profitable times ahead. The difficulty is that many of the people I spoke to today on Kildare Street feel they may not be able to survive this period. To be specific in terms of the...

Services for Children with Disabilities: Motion (Resumed) [Private Members] (29 Mar 2022)

Matt Carthy: I commend Deputy Tully on her tenacity on this issue and representation of those tens of thousands of families who want nothing more than what their child is entitled to. The High Court has ruled that the HSE's AON process is operating outside the law and denying children with disabilities their rights, as set out in the Disability Act. Let it sink in for us all that an Opposition party is...

Services for Children with Disabilities: Motion (Resumed) [Private Members] (29 Mar 2022)

Matt Carthy: Hear, hear.

An tOrd Gnó - Order of Business (29 Mar 2022)

Matt Carthy: Farmers across all sectors have been struggling with increasing input costs. The Government response has been far too slow and underwhelming. For pig farmers, those escalating input costs have been compounded by depressed prices. They are in a battle for the survival of the sector. They are protesting at Kildare Street today and pleading with Government to intervene further. This is...

Matt Carthy: 138. To ask the Tánaiste and Minister for Justice and Equality if she proposes to establish an independent inquiry into the death of a person (details supplied) and the actions of State agencies in respect of this case before and subsequent to their death. [16103/22]
