Joint Oireachtas Committee on Social Protection: Community Employment Programme (9 Nov 2017)

John Brady: I thank the witnesses for attending. Community employment is certainly a scheme that works and rarely gives rise to complaints. The biggest complaint I get is the difficulties in accessing it, particularly in relation to JobPath. It does Trojan work in communities the length and breadth of the State. It throws open many challenges for the State. People on CE schemes are doing work that...

Joint Oireachtas Committee on Social Protection: Community Employment Programme (9 Nov 2017)

John Brady: Okay. Supervisors have a serious issue with their entitlement to pensions. I believe the WRC made a ruling on pensions for supervisors and assistant supervisors. What work is the Department doing to address that? I believe JobPath is having a very detrimental impact. Does the Department view the training within JobPath as being satisfactory? I have not met anyone who has voluntarily...

Joint Oireachtas Committee on Social Protection: Community Employment Programme (9 Nov 2017)

John Brady: I suggest the first preference of people who have to sign on, having being forced out of employment due to the nature of their contracts, would have been to stay on in their employment. That would certainly be preferable to being forced onto a community employment scheme. The fix that is probably needed in this respect probably involves banning mandatory retirement.

Joint Oireachtas Committee on Social Protection: Community Employment Programme (9 Nov 2017)

John Brady: The vetting process is one of the big issues.

Joint Oireachtas Committee on Social Protection: Community Employment Programme (9 Nov 2017)

John Brady: Yes, for JobPath and with respect to where people are to go. I take on board what was said about the process of the year lead-up to that. Many people have called to my constituency offices, and the same applies to other Deputies, who have told me they want to participate on community employment schemes. They have identified that themselves, whether it be to get a QQI qualification or to...

Select Committee on Social Protection: Estimates for Public Services 2017
Vote 37 - Employment Affairs and Social Protection (Further Revised)
(9 Nov 2017)

John Brady: I bid everyone a good morning and thank the Minister for attending. Yesterday, I asked her about the changes to pensions which were made in 2012. She outlined the process whereby the Department was going through the figures and the data and said that it was cumbersome. She said she hoped to have some figures this week or next week. I submitted a parliamentary question, the reply to which...

Select Committee on Social Protection: Estimates for Public Services 2017
Vote 37 - Employment Affairs and Social Protection (Further Revised)
(9 Nov 2017)

John Brady: That was certainly very interesting. What are the Minister's views on it? While the figure is growing every year, the 35,000 figure was only provided recently by the Department. It grows every year, but not at that rate. Where has the figure come from? It is a matter of concern. The Minister said she hopes to bring forward the employment (miscellaneous provisions) Bill before...

Select Committee on Social Protection: Estimates for Public Services 2017
Vote 37 - Employment Affairs and Social Protection (Further Revised)
(9 Nov 2017)

John Brady: It is not a real court of law. It does not have the powers. The Minister would be aware that, based on the now infamous 2013 Supreme Court ruling on joint labour committees setting national wage rates for certain industries, such as construction, restaurants and hotels, we know the Labour Court is not a court of law. The WRC is a voluntary body. How can the Minister punish an employer for...
