Arthur Morgan: Is the Minister of State or the Government doing anything to offer protection in cases of private householders or commercial enterprises which cannot get insurance cover as a consequence of several incidents with long-term consequences occurring within a very short time? Is the Minister of State taking any measures to offer those people comfort?
