Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Denis Landy: The question I asked was whether Mr. Barry and his colleagues made it clear to the Department that the 55 expert staff were not enough to deal with the setting up of Irish Water.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Denis Landy: That was when the company was going for tender.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Denis Landy: Is €11 billion a net figure in terms of the required upgrade?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Denis Landy: Is it a gross figure?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Denis Landy: What is the timeline in that regard? Will it take a number of years?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Expenditure Issues: Irish Water - Uisce Éireann (14 Jan 2014)

Denis Landy: I thank the witnesses for attending. I am cognisant of the fact that Mr. Tierney was appointed on 29 January 2013 so my first question applies to representatives from Bord Gáis. I understand that Bord Gáis won the tender to take over Irish Water over Bord na Móna. In that process, Bord Gáis put forward the argument that it had 55 experts in its employ who could provide...

Seanad: Local Government Reform Bill 2013: Committee Stage (Resumed) (20 Dec 2013)

Denis Landy: The Senator is talking about subsidiarity.

Seanad: Local Government Reform Bill 2013: Committee Stage (Resumed) (20 Dec 2013)

Denis Landy: The Minister provided clarity to Senator Wilson on the filling of positions on the local community development committees, LCDCs. Could he clarify the selection process for the chair of the LCDC? Clarity has been sought across the political divide. It is only fair that time is provided for the realignment of community development within LCDCs to bed in and for us to examine progress. I...

Seanad: Local Government Reform Bill 2013: Committee Stage (Resumed) (20 Dec 2013)

Denis Landy: Nobody has all the wisdom. When one adds up the collective wisdom one gets the solution.

Seanad: Local Government Reform Bill 2013: Committee Stage (Resumed) (20 Dec 2013)

Denis Landy: The Minister said at the outset of this debate that he would listen, and he has listened on previous Stages. He has brought in amendments not only to listen but to act on the requests of various organisations. This is a perfect example of this. For the past two days, we have been listening to complaints about powers not being devolved to local councillors. This is game, set and match as...

Seanad: Local Government Reform Bill 2013: Committee Stage (Resumed) (20 Dec 2013)

Denis Landy: I wish to make one or two comments on rates. From my experience rates on premises do the rounds to some extent. When businesses are going well, the rate remains the same and is not proportionate to the profit of the business. At such a time the multiple of costs on the business are lower, and when businesses are going badly, the multiple and percentage of the overall costs of running the...

Seanad: Local Government Reform Bill 2013: Committee Stage (Resumed) (19 Dec 2013)

Denis Landy: We are speaking about the south east and it is my duty to represent Tipperary. I concur completely with the Minister about Waterford city. I know it very well as I worked in the city for 13 years from 1987 to 2000; that was on Broad Street in the middle of the city, which was the hub at the time. It saddens me to see the centre of the city run down in the way that it has been. Major...

Seanad: Local Government Reform Bill 2013: Committee Stage (Resumed) (19 Dec 2013)

Denis Landy: That piece of infrastructure is critical, as is the bridge that was built to take the pressure from Waterford city and make it more attractive as a retail centre. I would not like the claim to go unchallenged that the south east is not fighting back, because it is. It is an uphill battle because we started from a very low base that was left by the previous Administration.

Seanad: Local Government Reform Bill 2013: Committee Stage (18 Dec 2013)

Denis Landy: I support Senator Byrne in respect of the issue on Kells. I visited Kells earlier in the year. I hope some solution can be found to this issue because it is valued by the people of the town, and, as a follow-on, by the public representatives on the town council. Some of my colleagues on the council brought the matter to my attention. I support Senator Byrne on the issue.

Seanad: Water Services (No. 2) Bill 2013: Report Stage (Resumed) and Final Stage (18 Dec 2013)

Denis Landy: The Minister of State has addressed this matter a number of times, but further reassurance would be good. We have always worked on the basis that, when Irish Water comes into being and people are charged, there will be an allowance. It must be based on an ability to pay, factoring in the size of one's family. There cannot be a set amount regardless of the family's size. The Minister of...

Seanad: Water Services (No. 2) Bill 2013: Committee Stage (Resumed) (16 Dec 2013)

Denis Landy: On the issue of service level agreements, is it clear in the legislation that the first service level agreement is for 12 years? That is something on which I have been asked to get clarity since the last day.

Seanad: Local Government Reform Bill 2013: Second Stage (16 Dec 2013)

Denis Landy: There is no budget for it. We were supposed to be gone.

Seanad: Local Government Reform Bill 2013: Second Stage (16 Dec 2013)

Denis Landy: I welcome the Minister of State, Deputy Fergus O'Dowd. He is no stranger to local government; indeed, he has been involved in it more than most Members of this House. I followed closely the Bill's passage through the Dáil and was impressed by the open and constructive debate that took place. That it was a constructive debate is clearly evident from the number of compromise amendments...

Seanad: Water Services (No. 2) Bill 2013: Committee Stage (Resumed) (12 Dec 2013)

Denis Landy: Senator Ó Clochartaigh spent too long at the Christmas party last night.

Seanad: Critical Utilities (Security of Supply) Bill 2013: Second Stage (11 Dec 2013)

Denis Landy: I welcome the Minister to the House and I am grateful for the opportunity to contribute to the debate. The proposed Bill has been tabled by Senator Quinn for whom I have great regard. He was a fantastic businessmen who employed thousands of people and I worked closely with him during the recent Seanad referendum campaign. Despite that, I will not support the Bill because it seeks to take...
