I seek the inclusion of a provision that in locations in which there is no public lighting and on rural roads and in rural areas, high visibility jackets and armbands be compulsory with the use of on-the-spot fines and discretion. We have a serious problem with regard to sporting and voluntary groups which place small bars in facilities and find it very difficult to pay rates. In my area the rates amount to €22,500 a year. These groups have no problem paying rates, but because many of these premises have bars, they are being rated-----
