Mick Wallace: The Minister of State is talking about compliance with the law. He is asking what would happen to people who are already using the card for various purposes. We are not convinced that the card is legal. Saying it would cause problems if people who already use the card for various purposes could no longer use it does not stack up, if it is illegal.
