Dan Neville: It is a major ethical issue. We have followed the debate in the UK and studied the report that was prepared in that country. It is an area we will have to consider carefully rather than allowing it to be sprung on us. We should not leave it to the High Court to decide that we must discuss the issue. I am not being judgmental one way or the other.
