Joint Oireachtas Committee on Justice, Defence and Equality: Policing Matters: Garda Commissioner (11 Nov 2015)

Ivana Bacik: My second question is on one of the many reports to which the Commissioner referred from the Garda Inspectorate - the report on the overall operation of An Garda Síochána - at which we looked at this committee. We also discussed the Sean Guerin report. In both cases issues arose around inadequate supervision of trainees and probationary gardaí being given unwarranted levels...

Joint Oireachtas Committee on Justice, Defence and Equality: Policing Matters: Garda Commissioner (11 Nov 2015)

Ivana Bacik: No, that is very helpful.

Joint Oireachtas Committee on Justice, Defence and Equality: Policing Matters: Garda Commissioner (11 Nov 2015)

Ivana Bacik: Last week we launched a report on drugs in which we recommended a move away from the criminal justice model towards a health and welfare approach to deal with the possession of small amounts of drugs for personal use. Will the Commissioner comment on that recommendation? I do not know if she can answer the question. At the launch issues were raised about what the Garda might think of it.

Joint Oireachtas Committee on Justice, Defence and Equality: Policing Matters: Garda Commissioner (11 Nov 2015)

Ivana Bacik: I have a brief question, prompted by what Deputy Finian McGrath said. As a committed cyclist, I would like to put in a word for ensuring that road safety laws are implemented to ensure safety for all road users, particularly vulnerable road users such as cyclists. The Garda cyclist unit is very successful. Are there any plans to increase the number of gardaí on bicycles, particularly...

Seanad: Order of Business (11 Nov 2015)

Ivana Bacik: Yesterday, I asked for a debate on the new package of measures for the protection of tenants and on stabilising rents and boosting supply. It has received a general, albeit cautious, welcome from those working in the sector but there can be no panacea for the crisis we have in housing and rent. It is, none the less, very welcome to see these very practical measures put forward and I take...

Seanad: Order of Business (11 Nov 2015)

Ivana Bacik: As a committed cyclist, it is important that measures are in place to support and encourage cycling. I have called for the introduction of a bike-to-school scheme to encourage greater numbers of schoolchildren to engage in cycling. Currently it is very dangerous for cyclists, particularly on Dublin roads but also on urban roads generally. We need to ensure that as part of the College Green...

Seanad: Order of Business (10 Nov 2015)

Ivana Bacik: It is welcome that we are taking Second Stage of the Assisted Decision-Making (Capacity) Bill 2013 today. It is long-awaited legislation and I know that it will receive a broad welcome from everyone in the House, as it did in the Dáil. I know that we will have a full debate on it. I also welcome today's announcement of the new package of housing measures to give some rent certainty to...

Ivana Bacik: I was raising a point of order.

Seanad: Order of Business (10 Nov 2015)

Ivana Bacik: I am raising a point of order because I believe the practice is that we do not identify people-----

Seanad: Order of Business (10 Nov 2015)

Ivana Bacik: -----and even without naming a person, he or she may be identifiable.

Seanad: Order of Business (10 Nov 2015)

Ivana Bacik: On a point of order-----

Seanad: Order of Business (10 Nov 2015)

Ivana Bacik: My point of order is that it is not up to me or anyone else in the House to clarify the bona fides of anyone else. The Cathaoirleach has ruled that the matter is out of order.

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Second Stage (10 Nov 2015)

Ivana Bacik: I will try to follow Senator Zappone's example. I welcome the Minister of State to the House. I also welcome those in the Public Gallery who are here for this debate. I recognise many of them as they have appeared before us in the Joint Committee on Justice, Defence and Equality and I acknowledge their long involvement in seeking reform in this area. I also acknowledge the Minister of...

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Second Stage (10 Nov 2015)

Ivana Bacik: We should not have to say this about this legislation, which is otherwise reforming and welcome. Members have raised the issue of legal aid and the need to ensure that those who make applications for co-decision making process under Part 4 have adequate entitlement to legal aid and that is something we can also tease out. Senator Zappone spoke about the retention of mental capacity...
