John Paul Phelan: I wish to make another point. Previous speakers, including the Minister, referred to the significant number of students from different ethnic backgrounds who are now involved in the education sector. That is a great thing but it comes back to my emphasis on rural versus urban affairs. Many immigrants are located in the strangest places around the country.
