Steven Matthews: It is worth pointing out as well that the national marine planning framework public consultation has been selected by the European Commission as a best practice exemplar of public consultation. We note that we have that public consultation capacity. It is worth noting when we do things like that so well.

Steven Matthews: When the phrase "shall have regard to" is used, can somebody explain that? Does it mean you need to comply with it or just to have a look at it and provide reasons you did or did not comply with it? It is a phrase that confuses me in planning, when reference is made to "shall have regard to" the guidance or objectives.

Steven Matthews: I heard a director of service once say that when he started the county plan was about as thick as the development plan. When I see what councillors get now, it is a pack of volumes. It is impossible for them to get through all that. It is very difficult, so I favour streamlining that. Does Senator Boyhan wish to comment?
