- Seanad: Decentralisation Programme: Statements. (8 Mar 2006)
John Paul Phelan: Just 5% of the 1,000 people who work in the Department of Justice, Equality and Law Reform, nine of the 124 people who work in the Department of Foreign Affairs and 13 of the 130 people who work in the Department of Arts, Sport and Tourism have applied to participate in the decentralisation programme. Those figures are taken from responses to very recent parliamentary questions.
- Seanad: Decentralisation Programme: Statements. (8 Mar 2006)
John Paul Phelan: I certainly am not.
- Seanad: Decentralisation Programme: Statements. (8 Mar 2006)
John Paul Phelan: Some 46 of the 445 people who work in the Department of Education and Science, or approximately 10% of them, have applied to decentralise. The Minister of State has said that 10,600 people have applied to participate in the decentralisation programme, but it is quite clear that many of them are already working in regional towns outside Dublin. Many of them have never worked in Dublin. When I...
- Seanad: Order of Business. (7 Mar 2006)
John Paul Phelan: I do not want to get bogged down on the last issue, but Senator Minihan has completely misrepresented my colleague, Senator Browne. It is quite clear that the Government made a commitmentââ
- Seanad: Order of Business. (7 Mar 2006)
John Paul Phelan: ââbefore the last election to have 200,000 additional full medical cards.
- Seanad: Order of Business. (7 Mar 2006)
John Paul Phelan: This is another broken promise.
- Seanad: Order of Business. (7 Mar 2006)
John Paul Phelan: I wish to express my agreement with Members from the other side of the House who have raised the issue of the register of electors. There were some revelations last week and the system of compilation of the register of electors needs complete revision. While many rate collectors around the country do a fine job in keeping the register of electors up to date, for many others it is next to...
- Seanad: Order of Business. (7 Mar 2006)
John Paul Phelan: The Minister, Deputy Coughlan, does not know what is happening.
- Seanad: Order of Business. (2 Mar 2006)
John Paul Phelan: I agree with colleagues who have raised the issue of the upsurge in the numbers of cases of TB. It would be useful to invite the Minister for Health and Children to the House to discuss her strategy for combatting that increase. The Minister could also discuss the report on sudden cardiac death which she launched this morning. The report recommended that all young people involved in sport...
- Seanad: Order of Business. (1 Mar 2006)
John Paul Phelan: That is not what I said.
- Seanad: Order of Business. (1 Mar 2006)
John Paul Phelan: I agree with the point made by my colleague, Senator Ulick Burke, about the back to education allowance and yesterday's High Court decision. The Minister for Education and Science should come into the House to debate where we go from here. I will not repeat all that was said. I join colleagues in expressing disgust at what happened on the streets of Dublin last weekend. I was a bit taken...
- Seanad: Order of Business. (1 Mar 2006)
John Paul Phelan: That is clear despite how much the Government might protest. The Minister for Finance or the Minister of State at that Department must come to the House to discuss the issue as soon as possible. Will the Leader arrange a debate on the provision of communications infrastructure? I refer in particular to the seemingly imminent sale of Eircom by Valencia to an Australian consortium which seems...
- Seanad: Order of Business. (22 Feb 2006)
John Paul Phelan: I agree with the last point made by Senator Mooney. The attack on the home of Councillor Mary White was appalling. For any public representative to be subject to such an attack is unacceptable, and I agree with the comments of previous speakers in that regard. I join with other Senators in calling for a debate on competitiveness, which should be broadened out to the entire country. Previous...
- Seanad: Order of Business. (22 Feb 2006)
John Paul Phelan: Serious deficiencies exist in the current Government plans and it would be useful if the House were given an outline of the Government's proposals as soon as possible.
- Seanad: Educational Services: Motion. (15 Feb 2006)
John Paul Phelan: I welcome the Minister to the House. She has given a very good account of herself in her contribution. I do not doubt for one moment her sincerity and her ability. I take my hat off to her as being the outstanding holder of her office since 1997 but in light of her predecessors this may not sound like a glowing tribute. She brings a level of knowledge and sincerity to her office. It is...
- Seanad: Educational Services: Motion. (15 Feb 2006)
John Paul Phelan: In another aspect of my life â I suppose that politicians wear different caps all the time â I am a member of my local primary school's board of management. While it is only a four-teacher school, I am amazed by the phenomenal level of administration the principal has to undertake. The increase has occurred since I left primary school 14 years ago, which is not that long. In his earlier...
- Seanad: Educational Services: Motion. (15 Feb 2006)
John Paul Phelan: Could it have expired that quickly?
- Seanad: Educational Services: Motion. (15 Feb 2006)
John Paul Phelan: I wish to raise one other issue concerning answers to parliamentary questions on class numbers submitted by Deputy Enright. Even though I am a former mathematics teacher, I am not a mathematician but it is clear that the answers provided to parliamentary questions in 2005 and 2006 show there was a significant increase in class sizes.
- Seanad: Educational Services: Motion. (15 Feb 2006)
John Paul Phelan: It seems pretty clear from my analysis of them.
- Seanad: Educational Services: Motion. (15 Feb 2006)
John Paul Phelan: Perhaps the Minister can do that.
