Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)

Seán Sherlock: The logic of my intervention is based on the Scottish model. There are 500 MW now being generated and it is approximately 5% of renewable capacity in Scotland. It has hit that specific target. If we can translate a Scottish model into an Irish context, we would be doing a good day's work.

Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)

Seán Sherlock: I thank Lord Deben and Mr. Stark for taking the time to attend today. We are grateful for their insights thus far. My question is simple. I will have an interactive session with the deputation, if I may, in the time I have. I want to get a sense from Lord Deben about Brexit and to what extent Brexit is informing his thinking as chairperson in terms of the challenges faced throughout the...

Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)

Seán Sherlock: That dovetails nicely with my next question, which relates to carbon budgeting. This is a feature of the landscape in the United Kingdom. We do not have that system here but we are talking about that system at the moment. It is developing as a concept. There are some signals coming from Government that it might be a way for Government to proceed. I am keen to get a sense or understanding...

Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)

Seán Sherlock: That leads me to one of the recommendations of our Citizens' Assembly. It spoke about creating an independent body above Government with legislative teeth that could put manners, as it were, on individual Departments. The idea was that it would take the matter out of the silo-based system that we all understand so well. Is there merit in that argument?

Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)

Seán Sherlock: I apologise because I must leave now but I wish to express my gratitude to Lord Deben and Mr. Stark for their attendance.

Ceisteanna Eile - Other Questions: Energy Efficiency (18 Dec 2018)

Seán Sherlock: 54. To ask the Minister for Communications, Climate Action and Environment to outline the engagement he has had with the Department of Education and Skills on the decarbonisation of school buildings. [53138/18]

Ceisteanna Eile - Other Questions: Energy Efficiency (18 Dec 2018)

Seán Sherlock: The Joint Committee on Climate Action is sitting currently in response to the Citizens' Assembly report. Committee members visited Tipperary recently. I note the Chairman of the committee is present and the Vice Chairman was present up to a moment ago. We had the good fortune to visit Youghalarra national school. That school has converted to heat exchange technology. Effectively, the...

Ceisteanna Eile - Other Questions: Energy Efficiency (18 Dec 2018)

Seán Sherlock: I welcome the Minister's response. Could a formal engagement be made between the Ministers to put in place some type of service level agreement or memorandum of understanding? Can we develop an understanding for those who are tendering for these projects so that it would be as seamless as possible? Applications would have to measure up to the regulatory framework naturally, but the process...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Climate Change Policy (18 Dec 2018)

Seán Sherlock: The Minister addressed the Oireachtas Committee on Climate Action on 5 December and made very specific references to the €500 million climate action fund. He has already said that there are seven major climate change projects that will share €77 million in Government funding. He also made reference to the sovereign green bond. If we are talking about how the decisions we will...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Climate Change Policy (18 Dec 2018)

Seán Sherlock: I welcome the Minister's commitment, about which there is no question. In asking the question, I was trying to find out what the sense in Government is. I understand that the Minister has met the various line Departments but it is about a whole-of-Government approach led directly by the Taoiseach that recognises the urgency of the challenge and ensures that the net behavioural change that...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Climate Change Policy (18 Dec 2018)

Seán Sherlock: 49. To ask the Minister for Communications, Climate Action and Environment the engagement he had at the COP24 summit; and if funding programmes for decarbonisation here were identified. [53417/18]

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Climate Change Policy (18 Dec 2018)

Seán Sherlock: The Minister attended the meeting in Katowice. It would be very useful for the House to understand his level of engagement with our multilateral partners and through the prism of the European Union. Arising from the new rule book that has been agreed with regard to putting the 2015 Paris Agreement into real action, will the Minister give me a sense of his vision in terms of the type of...

Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)

Seán Sherlock: I will try to give the Minister a fair hearing and look at the issue in a cold and rational way. I understand from her response that a set of substantive recommendations, arising from the operational review, is being enacted but that she will not publish a report which underpins the recommendations. Is that assessment correct?

Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)

Seán Sherlock: I wish to tease out the reasons for the Minister's decision. We have all received most of the freedom of information legislation material based on the work of Justine McCarthy of RTÉ. I also have correspondence dated 17 November 2017. The report was received in February 2017, almost a full two years ago. I am reluctant to name people, but there is correspondence from the chairperson...

Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)

Seán Sherlock: Was the Minister minded to publish the report?

Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)

Seán Sherlock: If the Attorney General's report states, on more than one occasion, that there was no impediment to publication of the report, it would be logical for the Minister to deem it safe to publish it. What are the risks? Was the advice received from the Attorney General clear on the publication of the report? Did the Attorney General hedge his position? I understand the Minister will not go...

Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)

Seán Sherlock: Frankly, I do not understand that. I am not a lawyer, but I look at it from the layman's perspective. Many stakeholders have had access to the report.

Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)

Seán Sherlock: Did HIQA not have access to the report?

Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)

Seán Sherlock: Did the Department of Justice and Equality have access to it?

Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)

Seán Sherlock: Are HIQA and the Minister's Department the only two stakeholders that had access to the report?
