Seán Crowe: Chairman, may I speak?

Joint Oireachtas Committee on Foreign Affairs and Trade: Role and Functions of the Passport Office (29 Jan 2014)

Seán Crowe: In the case with which I am familiar, the individual could not understand when he sought a certified copy why the official said the office could not certify that it was a genuine document. There is probably a legal reason for this. The individual had to go to a solicitor and fork out €50 and then get the certified copies.

Joint Oireachtas Committee on Foreign Affairs and Trade: Role and Functions of the Passport Office (29 Jan 2014)

Seán Crowe: It was an extra layer of bureaucracy.

Joint Oireachtas Committee on Foreign Affairs and Trade: Role and Functions of the Passport Office (29 Jan 2014)

Seán Crowe: It is probably just one example in a million.

Joint Oireachtas Committee on Foreign Affairs and Trade: Role and Functions of the Passport Office (29 Jan 2014)

Seán Crowe: I welcome the witnesses. Some of my questions may seem silly to the witnesses, but I am asking them because I do not know the system. In my first term as a Deputy, the system for Oireachtas Members was in place and it was helpful. One problem is that in the majority of cases people are coming to us as the last resort. They believe we have a magic phone number and can ring somebody to get...

Topical Issue Debate: Waste Management Issues (28 Jan 2014)

Seán Crowe: It is hoped that lessons have been learned as a result of this fire. Other speakers referred to the number of other such facilities in this area and other parts of the city and country. Who regulates and monitors these plants to ensure they are in compliance with Irish and EU law? I ask whether the local authority or the EPA is responsible for carrying out an audit of such facilities. ...

Topical Issue Debate: Waste Management Issues (28 Jan 2014)

Seán Crowe: I am also deeply concerned about the impact this fire is having on my constituency and on the area that lies adjacent to it. The fire is also having a huge effect on local businesses. Part of the difficulty involved relates to the lack of information. People have been informed that the fire may continue to burn for another week. I visited the area last night and on a couple of occasions...

Written Answers — Department of Foreign Affairs and Trade: Foreign Policy (28 Jan 2014)

Seán Crowe: 163. To ask the Tánaiste and Minister for Foreign Affairs and Trade if his attention has been drawn to the 20-year legal battle between Ecuadorian communities in the Amazon and Chevron-Texaco over one of the world's most severe environmental disasters; if his further attention has been drawn to the fact that the communities won the legal case for compensation in 2011 and that Chevron are...

Joint Oireachtas Committee on European Union Affairs: Role of National Parliaments in European Semester and Annual Growth Survey 2014: Secretary General of European Commission (23 Jan 2014)

Seán Crowe: Ms Day spoke about the fragile economy behind all the jargon and what it means for ordinary people. It is not the first time she will have heard this but there is a sense among many people I meet, and it is probably a view across Europe, that the members of the Commission, the Council and those who pull the strings in Europe have no real understanding of the hardship people are experiencing....

Written Answers — Department of Foreign Affairs and Trade: Illegal Israeli Settlements (23 Jan 2014)

Seán Crowe: 36. To ask the Tánaiste and Minister for Foreign Affairs and Trade if his attention has been drawn to the fact that four EU countries - Britain, France, Italy and Spain - summoned the Israeli ambassador to their respective countries to hear their protests against Israel's latest announcement of new illegal settlement building in Palestine; and if he has, or is planning to, summons the...

Charities (Amendment) Bill 2014: Second Stage (Resumed) [Private Members] (22 Jan 2014)

Seán Crowe: Tonight’s Bill gives all Members an opportunity to address what is wrong with charities in this State. More importantly, it provides the means to bring about reform and to improve the climate that is facing the charity sector. I believe there is general agreement right across the benches in that regard. Since the financial crash, the charity and community sector has faced an...

Vote 27 - International Co-operation (Revised)
Vote 28 - Department of Foreign Affairs and Trade (Revised)
(22 Jan 2014)

Seán Crowe: This is the seventh consecutive cut to the ODA budget. I understand the background to it, the economic crisis and so on. However, we have internationally committed to the target of 7% of GNI for ODA by 2015, and last year the Government acknowledged that it is unlikely to reach this. Are we working to a particular plan or is there a vacuum there? How does the Minister see us eventually...

Its representatives highlighted the difficulty it faced with regard to funding and spoke about the Irish and British Governments looking at the difficulties faced by victims in this part of the island. It sees itself very much as a victims' group but it is...

Seán Crowe: The European Council was mentioned during discussions in the Dáil yesterday. One issue that was raised concerned the development of drones. Is any of this funding going towards these organisations and the development of that within Europe? Does the Tánaiste see Ireland as having a role in the non-proliferation of nuclear weapons? For many years, there were initiatives on this...

Does he see the Narrow Water bridge project as an important initiative in bringing communities together, as well as opening up that whole area?

Vote 27 - International Co-operation (Revised)
Vote 28 - Department of Foreign Affairs and Trade (Revised)
(22 Jan 2014)

Seán Crowe: With regard to consular support, most parliamentarians and citizens expect there to be support for people in difficulty abroad, particularly where a loved one is killed or murdered. If someone's loved one is killed abroad and he or she feels there is a lack of support, what can he or she realistically expect from the embassy in the country in question? Are there robust structures in the...

The Department of Foreign Affairs and Trade is requesting submissions from the public and...
