Josepha Madigan: I thank Dr. McDonnell. IBEC was before the committee yesterday and its view is that our tax base is too narrow and that we have too high a marginal tax rate. What is NERI's view on that? Dr. McDonnell mentioned that child care is a major barrier to employment and I agree with him. Does he think the Government child care scheme will go some way to improving the situation?
