Paschal Donohoe: When I was in front of the joint committee last week, I gave a statement regarding how much overall is outstanding. It will take longer than was expected to ensure we regain all the money invested in Bank of Ireland, AIB and Permanent TSB. The procedures under way with regard to Bank of Ireland and AIB are going well. As to what happens to that money when it comes in, it does not...

Paschal Donohoe: As soon as I came back from the joint committee, I asked for that information to be shared with members subject to any legal constraints, which there may well be, regarding such sharing. What can be shared with members will be shared. There are constraints in relation to the legal advice I can share with the Oireachtas but I will ensure that that which can be shared is shared.

Vote 8 - Office of the Comptroller and Auditor General (Revised)
Vote 9 - Office of the Revenue Commissioners (Revised)
Vote 10 - Tax Appeals Commission (Revised)
(26 Jan 2022)

Paschal Donohoe: It relates to moving three more people into the economic division. The €350,000 will be used to pay for their salaries. On the question on whether it leads to an increase in the number of staff within the Department of Finance, there was an increase in the overall number of staff from 349 from 369. Therefore, there are to be 20 more staff in the Department this year by comparison...

Vote 8 - Office of the Comptroller and Auditor General (Revised)
Vote 9 - Office of the Revenue Commissioners (Revised)

(26 Jan 2022)

Paschal Donohoe: No, I am not saying that. Housing policy and issues in relation to housing will be covered by all members of the Department of Finance, or by many different members of staff. The figure of €350,000 is the figure we will go up to in order to bring approximately three people into the Department to help with this work.

Vote 8 - Office of the Comptroller and Auditor General (Revised)
Vote 9 - Office of the Revenue Commissioners (Revised)
Vote 10 - Tax Appeals Commission (Revised)
(26 Jan 2022)

Paschal Donohoe: We have to begin the work on moving these people through and appointing them. I expect that the salaries and status of the recruits are yet to be determined. It may well be the case that the figure will be considerably below €350,000. As I have said to the Deputy, these are people whose sole role will be to consider housing issues relevant to the Department, but this will be on top...

Paschal Donohoe: Of course, I will make available any materials in relation to this that the committee wants. I will ask my officials to do this. I am very happy to furnish the committee with that. While they did, we raised this issue with this the Department of Health, as well as what will now become the Department of children, youth and disability affairs. We raised it with them.

Vote 10 - Tax Appeals Commission (Revised)
(26 Jan 2022)

Paschal Donohoe: No, I accept the responsibility for this, and I want that to be very clear. It is unsurprising, given that this is a matter that involves the assessment of health need, that we would seek to gain the views of the Department of Health into the matter. However, I am responsible for this. This is a board that is associated with and is the responsibility of my Department. Indeed, as I have...

Paschal Donohoe: Those figures refer to the directorate in my Department. That group is responsible for banking policy, which is laid out in Vote 7. We are making progress on reducing our shareholding in Bank of Ireland and AIB but the proceeds of that will not be captured in these Estimates because, as the Chairman will be aware, this refers to the money we will be spending.

Paschal Donohoe: I am advised by Revenue thatcharitable tax exemption status was granted to the organisation in question on 25 May 2012. The Charities Regulatory Authority (CRA) subsequently advised Revenue in 2017 that the organisation had failed to respond to queries regarding its charitable activity. The organisation also failed to respond to follow up correspondence from Revenue on the matter in January...

Written Answers — Department of Finance: Regulatory Bodies (25 Jan 2022)

Paschal Donohoe: As I have previously stated, I believe that innovations that increase the efficiency of financial services to consumers should be encouraged; however, innovations that fail to reach the high standards and controls that protect Irish consumers and underpin the integrity of the financial system, or those which put financial stability at risk, should not be allowed to flourish outside a...

Paschal Donohoe: The Central Bank has informed me that 5,146 mortgage applicants received a mortgage rule exemption (allowance) from their lender in 2019, which is approximately 13% of the total number of loans subject to the mortgage measures in that year. The corresponding figure was 3,235 in 2020 (10% of total lending) and 1,415 in the first half of 2021 (8% of total lending). Data on the full year of...

Written Answers — Department of Finance: Departmental Policies (25 Jan 2022)

Paschal Donohoe: As the Deputy will be aware, the European Commission published a Communication in October 2021 which relaunched the review of the economic governance framework. I strongly welcome the re-opening of the Commission’s review, as I believe now is the right time to discuss possible reforms to the existing fiscal framework in Europe. To date, the Commission has not brought forward any...
