Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: I wish to follow up with some questions on regionalisation, but before I do, I am hoping that I can get some clarity on a few points. In the Minister's statement, he spoke about the regional health areas and the advisory group. We have just discussed this new implementation body with the CEO of the HSE and the Department. Is that the advisory group, or is it a separate body?

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: Who will sit on that advisory group, who will chair it and how will it operate?

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: I refer to its formation. I do not need the actual names. Who will be part of that group?

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: Can I take it from that that the group will contain a range of stakeholders and representatives from nursing and particular disciplines, and patient stakeholders?

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: Does the Minister have an idea of who will chair the group?

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: In terms of the discussions that have been ongoing, one of the observations is that perhaps there is a feeling that Sláintecare Implementation Advisory Council was peripheral. Is there a danger with this advisory group that it will continue to be peripheral to the process?

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: In fairness to Ms Magahy, she does seem to have recognised that good progress has been made in many areas in respect of Sláintecare. However, I would like some clarity on one issue. We understand that there was a pause in reform with the pandemic. Perhaps this is a question for Mr. Watt. Did the Department officially recommend or advise that there would be a pause to...

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: I accept that.

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: Mr. Watt said that the pandemic required----

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: What does that mean in terms of a timeframe? The pandemic is going to reverberate through our health system for many years to come. Was SIAC advised of a particular timeframe for that? Did Mr. Watt have a timeframe in mind? Is there a timeframe within the Department in respect of when it is considered that it is time to get everything back on track again?

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: Was any advice given on the impact of the pandemic in terms of a timeframe?

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: From SIAC's perspective, would it be reasonable to say that this is an indefinite pause and we do not know when the end date of the pause will be?

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: A timeframe was not set out then, but were requirements set out, for example, regarding infections or cases having to be under a certain limit?

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: I recognise that progress has been made. However, while work is ongoing on specific Sláintecare projects, without regionalisation, it is a bit like designing the best practice of a one-off item or perhaps designing a luxury room without the structure of the building around it. Will Mr. Watt give us further information on what the Department imagines the implementation of the...

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: Fair enough.

Joint Oireachtas Committee on Health: Implementation of Sláintecare: Discussion (6 Oct 2021)

Neasa Hourigan: I will put the same question to the Minister and Mr. Watt. What do they feel are the major barriers to regionalisation?
