- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (25 Nov 2021)
Colm Burke: This week there was announcement in Cork by a company that it intends to carry out a €350 million development in the docklands area. Part of that development comprises a 130-bed rehabilitation hospital. We have been looking for an elective hospital in Cork for a number of years and we still have not identified a site for that hospital. This year, we have 200 fewer beds available in...
- Ceisteanna Eile - Other Questions: Social Welfare Eligibility (25 Nov 2021)
Colm Burke: Once a person finishes providing care, he or she should not be penalised further. I thank the Minister.
- Ceisteanna Eile - Other Questions: Social Welfare Eligibility (25 Nov 2021)
Colm Burke: 53. To ask the Minister for Employment Affairs and Social Protection the status of the changes to the carer’s allowance and domiciliary care allowance announced in budget 2022; and if she will make a statement on the matter. [57475/21]
- Ceisteanna Eile - Other Questions: Social Welfare Eligibility (25 Nov 2021)
Colm Burke: This question concerns changes in the carer's allowance, which I welcome. What happens in the case of someone who provides care for a period of seven or eight years and who is then disqualified from many other schemes? This person took time off work to be a full-time carer for both parents, who have now died. He looked after them for eight years and now finds he does not qualify for a...
- Ceisteanna Eile - Other Questions: Social Welfare Eligibility (25 Nov 2021)
Colm Burke: I thank the Minister. I very much welcome the changes because anyone who is providing care to his or her elderly parents is saving the State a huge amount of money in real terms. This is about cases where caring stops after a parent has passed away and carers are coming back into the system. I ask the Minister to examine this so that people can come back into the system and not be...

Chapter 7 - Oversight of Funding for the European Capital of Culture 2020 (25 Nov 2021) Colm Burke: I thank the representatives of the Department for their presentation. I have questions about sports capital grants and the underspend in 2020. I think there was a €14 million underspend from a budget of €28 million. I am concerned about that because the grants provided to sporting bodies are essential to continue to upgrade facilities. Why was no provision made for that...

Chapter 7 - Oversight of Funding for the European Capital of Culture 2020 (25 Nov 2021) Colm Burke: With regard to applications for grants that have now been submitted, there are two issues for voluntary organisations submitting grant applications. The first is that they have submitted the applications before the rise in building costs and the second challenge they have is that they are not able to do the same level of fundraising. Will the Department make provision for, and be more aware...

Chapter 7 - Oversight of Funding for the European Capital of Culture 2020 (25 Nov 2021) Colm Burke: I know there has already been allocation for the grant applications made by 1 March. Some €40 million is available and €16 million has been allocated for equipment. Is it possible these applications will be dealt with together with the budget for 2022? I know the witnesses cannot say that will happen. However, rather than people having to do the whole process all over again...

Chapter 7 - Oversight of Funding for the European Capital of Culture 2020 (25 Nov 2021) Colm Burke: Last Sunday week, I was at the opening of a new community facility. The Department made a grant of €130,000 available to that project, which is a huge contribution. The project cost more than €460,000, so the €130,000 grant from the Department was very welcome. Do we learn from previous experiences with the capital of culture? I was Lord Mayor of Cork in 2003-04....
- Public Accounts Committee: Business of Committee (25 Nov 2021)
Colm Burke: The big concern relating to nursing homes is that people are assessed when they are admitted but if they are then in the nursing home and their medical condition deteriorates, there is no provision currently for support funding to be increased even though the resident needs a lot more care. That is one of the big complaints from Nursing Homes Ireland. When it comes to private nursing homes,...
- Public Accounts Committee: Business of Committee (25 Nov 2021)
Colm Burke: There is no mechanism to allow it to be reviewed. I am not saying that every resident needs to be reviewed every six months or anything like that. There should be a mechanism available for cases where someone needs 24-hour care in a nursing home or more care than previously. That is one of the challenges faced by nursing homes.

- Covid-19: New Measures: Statements (24 Nov 2021)
Colm Burke: I thank the Minister for dealing with this issue. We are coming from a situation where the Health Protection Surveillance Centre was yesterday notified of 3,666 confirmed cases of Covid-19. That gives a seven-day average of over 4,400 cases per day. We have had over 630 patients in hospital with over 130 of those in ICU. This is the challenge we face. Since Covid was first identified in...
