Aengus Ó Snodaigh: I also asked about the regional framework. The local zoning seems flexible, which is positive. However, does it restrict the ability of council planners to identify gaps in the provision of cultural space, for example? Does it restrict their ability to identify that the south west of the city is well catered for but the north east is not?
