To go back to the response to an earlier question, it was said 26% of the capital funding was provided by domestic water charges within Irish Water. Is it not the position that the Government provides all of the capital and that the figure of 26% is not exactly accurate? Will Ms Graham explain and expand on this?

Thomas Pringle: The model proposed by the expert group is that the utility presents a bill to the State. There is not that level of uncertainty if it is a liability on the State rather than a decision it can make on how much it will give Irish Water.
