Willie Penrose: I am glad of the opportunity to contribute on this important legislation and wonder whether we can ever legislate for human behaviour. Driving is as important to people as the three Rs that were such an essential part of our education, yet this has never been recognised. Nowadays, people as young as 14 or 15 get the opportunity to drive, particularly on farms where they have quad bikes etc....
