Timmy Dooley: From my knowledge of dealing with the witnesses and others, the difficulty we have is that there is not an efficient enforcement of cabotage in this State. If we upped the ante from our point of view and enforced cabotage laws here, we might have some bargaining chip with our counterparts in other states.
