Frances Black: We are about to see the enactment of the Assisted Decision-Making (Capacity) Act and the decision support service, which should see us move from a substantial decision-making approach to a more person-centred and human rights-compliant model of decision-making. This is a really positive development - I am sure the witnesses would agree - but how can we make sure that older people are...

- Joint Committee On Health: Life Cycle Approach to Mental Health: Discussion (18 Apr 2023)
Frances Black: Is there a specific organisation to which older people can go if they feel lonely or that they have particular mental health issues? I want to thank the representatives of Alone and Sage Advocacy for...

Frances Black: Hear, hear.
- Seanad: Housing: Statements (29 Mar 2023)
Frances Black: I welcome the Minister of State. I have to talk about the eviction ban today. The end of the eviction ban and the broader housing crisis is the central issue in Irish life right now. Most of the debate around it has been confined to the Dáil so I am glad that Members of the Seanad have this opportunity. We are very appreciative of that and I thank the Deputy Leader, Senator Regina...

Frances Black: I thank all the witnesses for coming in. I am sorry to have missed last week's meeting when Mr. Gloster was here. It is good to speak to him today and I wish him well in his new role. There is no doubt he has taken on a position of great responsibility during a potentially transformative time in the history of Irish healthcare so I wish him well and I hope the committee can assist him in...
- Joint Oireachtas Committee on Health: Implementation of Sláintecare Reforms: Department of Health and HSE (29 Mar 2023)
Frances Black: I thank Dr. Henry. That sounds very positive. Sharing the Vision and heads of the mental health Bill both indicate a move towards a more human-rights based and less paternalistic model of mental health care. This has received some clinical resistance. How will the HSE help create the necessary cultural shift? I think that will be really important.

- Seanad: Health (Amendment) Bill 2023: Second Stage (28 Mar 2023)
Frances Black: I welcome this Bill and congratulate the Minister for Health, Deputy Stephen Donnelly, in the strongest possible terms. It is an unalloyed piece of good news and it is important we celebrate these positive developments that everyone in the Chamber can get behind. Hospital charges for public patients undermined the entire philosophy of the public provision of healthcare and the €800...
