- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Ireland-Canada Trade Relations: Discussion (22 Nov 2023)
Maurice Quinlivan: We are now in public session. Anyone joining the meeting remotely needs to do so from within the Leinster House complex, as members are well aware. We have not received any apologies to date. Today, we are going to look at Ireland-Canada trade relations. Ireland and Canada share many common ties and enjoy a positive relationship. Trade between Ireland and Canada has brought huge...

- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Ireland-Canada Trade Relations: Discussion (22 Nov 2023)
Maurice Quinlivan: The next group is Fine Gael, which has 14 minutes. Deputy Stanton to go first. He has been a champion of trade between Ireland and Canada. He pushed this for many months before we got to this stage. This time next week, four of us from the committee will be in Canada. I am looking forward to that.

That concludes the committee's business in public session for today. I now propose that the committee goes into private session to consider other business. Is that agreed? Agreed. I wish to put on the record...
- Written Answers — Department of Employment Affairs and Social Protection: Social Welfare Payments (22 Nov 2023)
Maurice Quinlivan: 109. To ask the Minister for Employment Affairs and Social Protection regarding the case of a person (details supplied), who has been on jobseekers allowance for five years was moved to illness benefit following surgery and is now deemed ineligible for the fuel allowance despite being on interrupted social protection payments for five years, if discretion can be used in this case; and if she...
- Health Service Recruitment Freeze: Motion [Private Members] (21 Nov 2023)
Maurice Quinlivan: The recruitment ban puts the lives of patients at risk. That is as simply as I can put it. The embargo on recruitment makes the job of our dedicated healthcare professionals more difficult and more stressful, as if working in the emergency department at University Hospital Limerick, UHL, was not stressful enough. The embargo on recruitment prolongs the wait time for those on waiting lists...
- An tOrd Gnó - Order of Business (21 Nov 2023)
Maurice Quinlivan: Page 60 of the programme for Government refers to tackling homelessness and further states the priority of the Government is to reduce it while in government. That does not seem to be working in my city of Limerick. That ambition seems to have dropped down the list of Government priorities. If one walks through the streets of Limerick - the Taoiseach was there on Friday - one will see...

- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)
Maurice Quinlivan: This is an issue that involves all of us who partake in election campaigns. We put up and take down posters. It is time-consuming and expensive. The fundamental issue we need to be very careful about is that it is an important part of election campaigning. Especially in some traditionally working-class areas, and some people might not believe this, there are some people who are not aware...
- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)
Maurice Quinlivan: I will speak to Deputy O'Callaghan's amendment No. 84 first. I agree that 20% is way too high. While the figure of 20% does not sound too high, it would be very high if you actually have to go out and get it. Looking at Limerick, when we had the referendum or plebiscite on the directly elected mayor, the turnout was about 50%. Approximately 70,000 people voted on that. If you double that...
- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)
Maurice Quinlivan: When any local authority has a referendum, the Minister in situ will be well aware that it is taking place and of the outcome, so a year is enough time to do it. Speaking from experience in Limerick, the report should be sent to the Oireachtas up to a year after the election is held. Otherwise, we are in danger of it going further and further and we saw what happened in Limerick.
- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)
Maurice Quinlivan: I am not suggesting that we cannot have an IAG report for the general area as well. It should be done within a year because of the experience we had in Limerick. Timeframes can be missed, things can go on for longer and people can get annoyed about the process, especially when they went out and voted for something. We go and knock on doors and ask them to do something. It was narrowly...
- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)
Maurice Quinlivan: A Minister will be in situ when the referendum or plebiscite is called. The Minister will know the date on which it is taking place and he or she can act on that. He or she should plan what he or she will do if there is a yes or no vote. A year is a reasonable duration. The IAG report to which the Minister of State referred is excellent. My only concern is that some stakeholders were not...
- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)

- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)
