To give a bit of context, what I am trying to move towards in my line of questioning is the claim in Mr. Delaney's statement that the cashflow issues came to light on 25 April. It seems that if requests were deferred or delayed before that date, there may have been pre-existing cashflow issues. Would that not be the case?

Noel Rock: I can understand how that would come to be given the lumpy nature of the associations ingoings as opposed to the steady nature of its outgoings. It is perfectly rational. Given that, at the time, the FAI may not have been able to honour all cheques issued, is Mr. Conway of the view that the FAI was close to being insolvent under company law?
