Jonathan O'Brien: It will be drawn down into the central fund and then the Minister can direct it wherever he or she wants to from there without a vote of the Oireachtas. The Minister of State referred to cases in which the Dáil may not be able to sit. What is an example of that? We have spoken about weather events.

Jonathan O'Brien: It should then be provided for in the legislation that, in those extreme circumstances whereby the Dáil cannot sit, that power would be given to the Minister. Being in recess is not an extreme circumstance. The Dáil can be recalled within 24 hours.
