Written Answers — Services for People with Disabilities: Services for People with Disabilities (18 May 2010)

John Moloney: It is not possible to disaggregate the amount spent on the quality of disability services from the overall total spent on disability services annually. As the Deputy may be aware, "National Quality Standards: Residential Settings for People with Disabilities", which relate to adult services have been published by HIQA. These standards will provide a national framework for quality, safe...

Written Answers — Services for People with Disabilities: Services for People with Disabilities (18 May 2010)

John Moloney: I wish to inform the Deputy that the Minister for Health and Children and myself will attend a meeting with the Jack and Jill Foundation later this month. I understand that the HSE will be represented at that meeting. The Department of Health and Children is undertaking a review of the efficiency and effectiveness of the health and personal services provided to people with disabilities....

Written Answers — Mental Health Services: Mental Health Services (18 May 2010)

John Moloney: The HSE, the Department of Agriculture, Fisheries and Food and the Department of Health and Children are working together to develop a protocol for addressing mental health issues that arise among the farming community.

If this matter remains of continuing concern to you, however, I would invite you to raise it with me again in due course. I would also recommend that you inform the parent or GP that it is open to them to contact their...

Seanad: Health Services (18 May 2010)

John Moloney: I am pleased to take the opportunity to outline the position on the matter raised by the Senator. I have been advised by the HSE that the requirement to provide access to comprehensive and integrated rehabilitation services for the population of HSE south has been acknowledged for some time. Development proposals were drawn up by both the former Southern Health Board and the South Eastern...

Seanad: Health Services (18 May 2010)

John Moloney: By virtue of the fact that the HSE is in the process of nominating staff, it is expected the capital programme will be in line with that process.

Seanad: Depleted Uranium Weapons (18 May 2010)

John Moloney: I am taking this matter on behalf of the Minister for Foreign Affairs who, unfortunately, cannot be present. The Government carefully follows the debate on possible health and environmental hazards from depleted uranium. We share the concerns raised at international fora, including in the European Parliament and at the UN, and agree that further studies are required to assess the potential...

Seanad: Depleted Uranium Weapons (18 May 2010)

John Moloney: While a number of studies have been conducted by relevant international organisations, no definitive conclusion has been drawn on potential adverse effects of the use of armaments and ammunition containing depleted uranium on human health and the environment. Ireland will continue to closely monitor developments in the analysis of the risks associated with the use of armaments and ammunition...

Seanad: Depleted Uranium Weapons (18 May 2010)

John Moloney: I thank the Senator at least for his final comment. On the question of whether I supported the proposed legislation to ban the use of depleted uranium, I reflected not only my own views but also those of the Minister. I reiterate that Ireland has never possessed any weapons-----

Seanad: Depleted Uranium Weapons (18 May 2010)

John Moloney: I am not persuaded, therefore, that legislation to ban their use at this stage would add value. It is also important to note that we are awaiting scientific knowledge and support and if that evidence is received, that clearly will leave us in a different position. It cannot be taken that Ireland is sitting on the fence. That is far from the position. We have also been involved in talks in...

Proposed Legislation (18 May 2010)

John Moloney: The Deputy will be aware that the Minister has met with the Irish Thalidomide Association on a number of occasions since 2008. At the Minister's request, the State Claims Agency assessed the association's requests in the context of Irish and international provisions for survivors of thalidomide and in the context of Irish case law and precedent. The State Claims Agency also considered the...

Proposed Legislation (18 May 2010)

John Moloney: I would have thought that the independent assessment by the State Claims Agency was far from an attempt to exclude submissions by the thalidomide group. The assessment was carried out independently and this was the response. I hope the thalidomide group see that it was not an attempt not to listen to them or to delay their involvement. The second issue will be considered after the response...

Proposed Legislation (18 May 2010)

John Moloney: I will not be hung up on words for the sake of them. The Minister met on many occasions with both groups and tried to work out a sensible and sympathetic response. Upon the conclusion of what I hope will be successful talks, we will leave it open to the Government to express sympathy. I do not think I can offer an apology for something that could cause great concern.
